Qatar – AH-64D APACHE Block III LONGBOW Attack Helicopters

WASHINGTON, July 12, 2012 – The Defense Security Cooperation Agency notified Congress July 10 of a
possible Foreign Military Sale to the Government of Qatar for 24 AH-64D APACHE Block III LONGBOW
Attack Helicopters and associated equipment, parts, training and logistical support for an estimated cost of $3.0
billion.

The Government of Qatar has requested a possible sale of 24 AH-64D APACHE Block III LONGBOW Attack
Helicopters, 56 T700-GE-701D Engines, 27 AN/ASQ-170 Modernized Target Acquisition and Designation
Sight, 27 AN/AAR-11 Modernized Pilot Night Vision Sensors, 12 AN/APG-78 Fire Control Radars (FCR) with
Radar Electronics Unit (LONGBOW component), 12 AN/APR-48A Radar Frequency Interferometers, 28
AN/AAR-57(V)7 Common Missile Warning Systems, 30 AN/AVR-2B Laser Detecting Sets, 28 AN/APR-
39A(V)4 Radar Signal Detecting Sets, 28 AN/ALQ-136(V)5 Radar Jammers or Equivalent, 160 Integrated
Helmet and Display Sight Systems-21, 58 Embedded Global Positioning Systems with Inertial Navigation, 30
30mm Automatic Chain Guns, 8 Aircraft Ground Power Units, 52 AN/AVS-6 Night Vision Goggles, 60
M299A1 HELLFIRE Missile Launchers, 576 AGM-114R HELLFIRE II Missiles, 295 FIM-92H STINGER
Reprogrammable Micro Processor (RMP) Block I Missiles, 50 STINGER Air-to-Air Launchers, 4092 2.75 in
Hydra Rockets, and 90 APACHE Aviator Integrated Helmets. Also included are M206 infrared
countermeasure flares, M211 and M212 Advanced Infrared Countermeasure Munitions (AIRCM) flares,
training devices, helmets, simulators, generators, transportation, wheeled vehicles and organization equipment,
spare and repair parts, support equipment, tools and test equipment, technical data and publications, personnel
training and training equipment, U.S. government and contractor engineering, technical, and logistics support
services, and other related elements of logistics support. The estimated cost is $3.00 billion.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to
improve the security of a friendly country that has been, and continues to be, an important force for political and
economic progress in the Middle East. Qatar is host to the U.S. Central Command forces and serves as a
critical forward-deployed location in the region. The acquisition of these helicopters will allow for integration
with U.S. forces for training exercises, which contributes to regional security and interoperability.

The proposed sale of the AH-64D APACHE helicopters will allow the Qatari Armed Forces (QAF) to replace
its aging airframes with multi-mission attack helicopters, capable of meeting its requirements for close air
support, armed reconnaissance and anti-tank warfare missions. The helicopters will provide a long-term
defensive and offensive capability to the Qatari peninsula as well as enhance the protection of key oil and gas
infrastructure and platforms which are vital to U.S. and western economic interests. Qatar will have no
difficulty absorbing these helicopters into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractors will be The Boeing Company in Mesa, Arizona, Lockheed Martin Corporation in
Orlando, Florida, General Electric in Cincinnati, Ohio, Lockheed Martin Mission Systems and Sensors in
Owego, New York, Longbow Limited Liability Corporation in Orlando, Florida, and Raytheon Corporation in
Tucson, Arizona. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require the assignment of three U.S. Government and five contractor
representatives to Qatar to support delivery of the APACHE helicopters and provide support and equipment
familiarization. In addition, Qatar has expressed an interest in a Technical Assistance Fielding Team for incountry
pilot and maintenance training. To support the requirement a team of 12 personnel (one military team
leader and 11 contractors) would be deployed to Qatar for approximately three years.

possible Foreign Military Sale to the Government of Qatar for 700 AGM-114K3A or AGM-114R3 HELLFIRE
tactical missiles and associated equipment, parts, training and logistical support for an estimated cost of $137
million.

The Government of Qatar has requested a possible sale of 700 AGM-114K3A or AGM-114R3 HELLFIRE
tactical missiles, 25 training missiles, containers, spare and repair parts, support and test equipment,
publications and technical data, personnel and training equipment, U.S. Government and contractor logistics,
engineering and technical support, and other related elements of program support. The estimated cost is $137
million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to
improve the security of a friendly country that has been, and continues to be an important force for political
stability and economic progress in the Middle East.

Qatar intends to use these missiles to counter current and future threats. This proposed sale will contribute to
Qatar’s military goal of updating its Anti-Surface Warfare capability while further enhancing its interoperability
with the U.S. and other allies. This capability will serve to deter potential attacks against strategic targets across
Qatar, to include infrastructure and resources vital to the security of the U.S.

The proposed sale of this weapon system will not alter the basic military balance in the region.

The prime contractor is Lockheed Martin Corporation in Orlando, Florida and Troy, Alabama. There are no
known offset agreements proposed in connection with this sale.

Implementation of this proposed sale will not require the assignment of U.S. Government or contractor
representatives to Qatar.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Le Qatar choisit le PC-21 de Pilatus

Après Singapour, les Emirats Arabes Unis et, plus récemment, l'Arabie Saoudite, c'est au tour du Qatar de faire confiance à l'avionneur suisse Pilatus pour le renouvellement de sa flotte d'avions d'entraînement. Le constructeur annonce ce matin la signature d'un contrat d'une valeur non précisée pour l'achat de 24 monoturbopropulseurs PC-21, dont les livraisons commenceront mi-2014. La formation des premières recrues, qui sera assurée par une solution complète d'entraînement au sol également fournie par Pilatus, devrait quant à elle commencer l'année suivante.Troisième pays du Golfe à choisir le PC-21, le Qatar est actuellement dans une phase de modernisation active de ses flottes d'aéronefs militaires. L'achat de PC-21 s'inscrit dans la perspective plus large de renouvellement des avions de combat qatariens : les 12 Mirage 2000-5EDA/DDA actuellement en service, qui se sont illustrés pour la première fois en opérations lors du conflit libyen de 2011, pourraient être prochainement remplacés par un appareil de nouvelle génération. Le Super Hornet de Boeing et le Rafale sont en lice : ce dernier était d'ailleurs en évaluation dans le pays durant ces derniers jours, après une première phase d'évaluation technique à Istres qui avait eu lieu au printemps.

Plus tôt dans l'année, c'est l'Arabie Saoudite qui avait confirmé une commande pour 55 PC-21, passée par l'intermédiaire de BAE Systems et associée à un achat de Hawk AJT. Les Emirats Arabes Unis avaient de leur côté annoncé en 2009 une commande de 25 appareils, qui ont tous été livrés depuis.

Armement: contrat de 600 millions pour Pilatus avec le Qatar

L'armée de l'air du Qatar a commandé au constructeur aéronautique nidwaldien Pilatus un système complet d'entraînement PC-21, pour plus de 600 millions de francs. Le contrat comprend notamment la vente de 24 avions militaires non armés.

Il inclut aussi des simulateurs, ainsi qu'un soutien logistique et d'entretien, a indiqué lundi Pilatus dans un communiqué. L'armée qatarie s'est décidé pour le système PC-21 du constructeur suisse, après une "évaluation extrêmement exigeante et détaillée", affirme le texte.

Les PC-21 serviront à former les étudiants de la toute nouvelle académie de pilotes militaires de l'émirat. La livraison des avions est prévue pour mi-2014 et l'entraînement devrait commencer en 2015. Pilatus offrira également un suivi des vols sur place.

Grâce à ce contrat et à d'autres gros mandats que Pilatus a décrochés cette année, le constructeur prévoit de créer 400 nouveaux emplois en Suisse, ajoute-t-il. L'entreprise basée à Stans a vendu en mai 75 PC-7 MkII à l'Inde. Un jour plus tard, elle signait la plus grosse commande de son histoire, soit la vente de 55 avions d'entraînement PC-21 à l'Arabie Saoudite.
Avions faciles à armer

Le Groupe pour une Suisse sans Armée (GSsA) est monté au front contre la nouvelle commande, demandant dans un communiqué que l'armement suisse cesse de rallumer la "poudrière dans l'espace arabique". Les "constantes et sérieuses violations des droits de l'homme au Qatar", ainsi que la répression contre toute opposition, font craindre que le matériel livré puisse être utilisé à tout moment contre la population civile, note-t-il.

"Des avions militaires d'entraînement peuvent être armés sans problème et servent à former les pilotes d'avions de combats", dénonce aussi le secrétaire du GSsA Stefan Dietiker, cité dans le communiqué. Que la Suisse soit le seul pays d'Europe occidentale à ne pas classer les avions militaires d'entraînement comme du matériel de guerre est scandaleux, estime-t-il.

Germany confirms Qatar 'interest' in buying tanks

Germany confirmed on Monday that Qatar had expressed interest in a major arms deal after reports the emirate was set to buy 200 Leopard-2 tanks for some two billion euros.

German government spokesman Georg Streiter told a regular news conference: "I know that there has been a statement of interest" although he declined to confirm that negotiations had already taken place.

News weekly Spiegel reported Sunday the Qataris were interested in acquiring the Leopard-2 tanks and that a delegation from manufacturers Krauss-Maffei Wegmann had already travelled to Qatar to discuss the possible deal.

The value of the potential deal was around 2.0 billion euros ($2.5 billion), Spiegel said.

Last month, Saudi Arabia expressed interest in buying between 600 and 800 Leopard-2 tanks, Germany's main battle tank, for up to 10 billion euros, according to media reports.

The reported sale caused difficulties for Chancellor Angela Merkel, who came under fire from opposition politicians and even members of her own ruling centre-right coalition in light of pro-democracy uprisings in the Middle East.

The Government of Qatar has requested a possible sale of 2 Terminal High Altitude Area Defense (THAAD) Fire Units, 12 THAAD Launchers, 150 THAAD Interceptors, 2 THAAD Fire Control and Communications, 2 AN/TPY-2 THAAD Radars, and 1 Early Warning Radar (EWR). Also included are fire unit maintenance equipment, prime movers (trucks), generators, electrical power units, trailers, communications equipment, tools, test and maintenance equipment, repair and return, system integration and checkout, spare/repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor technical and logistics personnel support services, and other related support elements. The estimated cost is $6.5 billion.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been and continues to be an important force for political stability and economic progress in the Middle East.

This proposed sale will help strengthen U.S. efforts to promote regional stability by enhancing regional defense capabilities of a key U.S. partner. The proposed sale will help strengthen Qatar’s capability to counter current and future threats in the region and reduce dependence on U.S. forces. Qatar will have no difficulty absorbing this weapon system into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractors are Lockheed Martin Space Systems Corporation in Sunnyvale, California, and the sub-contractor is Raytheon Corporation in Andover, Massachusetts.

There are no known offset agreements proposed in connection with this potential sale at this time.

Implementation of this proposed sale will require periodic travel of up to13 U.S. Government and contractor representatives to Qatar for an undetermined period for delivery, system checkout, and training as determined by the schedule. There is no known adverse impact on U.S. defense readiness as a result of this proposed sale.

Une autre source pour le systéme THAAD

Le Qatar souhaite acquérir le système de défense antimissile américain THAAD

En décembre dernier, l’on apprenait que les Emirats arabes unis allaient acquérir deux batteries du système antimissile THAAD (Terminal High Altitude Area Defense) avec 96 intercepteurs ainsi que deux radars AN/TPY-2 pour un montant total de 3,48 milliards de dollars, dont 1,96 milliards pour Lockheed-Martin.

Visiblement, cette commande n’est pas encore suffisante pour les autorités émiraties puisque l’US Defense Security Cooperation Agency (DSCA) a fait part de leur intention d’acquérir 48 missiles intercepteurs THAAD et 9 lanceurs supplémentaires pour 1,135 milliard de dollars. Ce contrat éventuel, qui doit encore être validé par le Congrès des Etats-Unis, englobe également la maintenance et la formation.

Les Emirats arabes unis ont été les premiers clients à l’exportation du système THAAD, dont la particularité est d’intercepter les missiles balistiques à haute altitude, c’est à dire pendant la dernière phase de leur vol, et de les détruire par impact cinétique. Et le Qatar est sur le point de les suivre.

En effet, toujours d’après la DSCA, l’émirat compte se procurer 2 unités THAAD, 12 lanceurs, 150 missiles intercepteurs, 2 radars AN/TPY et un radar d’alerte avancée (EWR, Early Warning Radar). Le tout pour 6,5 milliards de dollars.

La volonté de ces deux pays, comme celle des autres monarchies sunnites du golfe Persique, de se doter d’une défense antimissile est motivée par la menace éventuelle de l’Iran chiite et de ses missiles balistiques.

C’est ainsi que l’Arabie Saoudite a commandé, en 2011, des batteries de missiles Patriot pour 1,7 milliard de dollars et que le Koweit en a fait de même en achetant 209 missiles Patriot MIM-104 GEM-T (Guidance Enhanced Missile).

Qui plus, les Etats-Unis ont déployé dans la région leurs propres moyens de défense antimissile, avec des navires AEGIS et des batteries Patriot au Qatar, au Koweit, à Bharein et aux Emirats arabes unis.

Qatar will use the Patriot Missile System to improve its missile defense capability, strengthen its homeland
defense, and deter regional threats. The proposed sale will enhance Qatar’s interoperability with the U.S. and
its allies, making it a more valuable partner in an increasingly important area of the world. Qatar should have
no difficulty absorbing this system into its armed forces.

The proposed sale of these missiles and equipment will not alter the basic military balance in the region.

The prime contractors will be Raytheon Corporation in Andover, Maryland, and Lockheed-Martin in Dallas,
Texas. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require approximately 30 U.S. Government and 40 contractor
representatives to travel to Qatar for an extended period for equipment de-processing/ fielding, system
checkout, training and technical and logistics support.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Le Qatar reçoit son quatrième C-17


Boeing à livré hier le quatrième C-17 Globemaster III destiné aux Qatar Emiri Air Force.
Conçu pour le transport multi missions de matériel militaire (troupes, logistique et évacuation sanitaire) le Boeing C-17 Globemaster III a effectué son premier vol en 1991 pour ensuite commencer sa carrière en 1993. L’avion à l’origine dessiné par MC-Donnell-Douglas (avant son rachat par Boeing) dispose d’un train d’atterrissage composé de quatorze roues, son fuselage fait appel à bon nombre de matériaux composite et pour permettre une utilisation facilitée et ceci malgré sa taille, le pilote dispose d’une assistance numérique qui facilite tant le pilotage que son déplacement au sol.

L’avion est optimisé pour des missions à la fois tactiques et stratégiques. Sa soute est d’une longueur de 26.52 m et large de 5,49 m. La hauteur est de 4,11 m. Dotée de rails au sol la manutention en est grandement facilitée. En matière de transport de véhicule, le C-17 peut emporter par exemple un char d’assaut de 55 tonnes ou quatre hélicoptères UH-60 Black-Hawk.

A ce jour le C-17 est employé dans l’US Air Force, au Canada, en Angleterre, Australie et il est commandé par le Qatar, les EAU. L’Inde recevra ses premier C-17 d’ici trois ans.
