Energy resources are a hot commodity in the Levant Basin days, and with 1.7 billion barrels of recoverable oil, 122 trillion cubic feet of recoverable gas, and 5 billion barrels of natural gas liquids at stake, the Israeli defense ministry is asking for a "one-time budget increase" of about $760 million to boost its naval capacity in the Mediterranean Sea so it can better protect the country's offshore natural gas platforms. Though Israel purchased its fourth Dolphin-class diesel-electric submarine from Germany earlier this year to the tune of over $500 million, Defense Minister Ehud Barak and Israel Defense Forces chief of staff Benny Gantz are on board with the plan, which "calls for adding four new warships to Israel's naval fleet and deploying hundreds of soldiers in the area."

Natural gas discoveries in the early twenty-first century have created a military debacle for Israel, which does not have demarcated maritime boundary with Lebanon. All of the multinational gas platforms are privately owned and fall within Israel's exclusive economic zone of 200 nautical miles from the coast, but they are located beyond Israel's territorial waters, which only stretch 12 nautical miles from land.

Israel's first offshore natural gas discovery, Tamar, is not slated to come online until 2013, but the defense institution fears that the platforms are already targets for terrorist attacks from Hezbollah, which receives long-range missiles from Syria. The Israeli navy does not traditionally get the lion's share of the defense budget, and top officials are worrying. As one anonymous senior Israeli military planner told Reuters, "We will do our best, but not without a major boost to our capabilities." In May, senior naval officer Capt. Sassi Hodeda told the Los Angeles Times that the navy wants to improve its radar systems and use unmanned surface vehicles to patrol, but added that they require "special technology" the navy does not have.

If the navy does receive the extra funding, the vessels it purchases "will have to accommodate an advanced radar system, a helicopter and a launch system capable of firing long-range air defense and surface-to-surface missiles." According to the Jerusalem Post, the options include designing the ships in the U.S. using foreign military aid, and building them in South Korea, but if Israel is really looking for international help, maybe it should consider ratifying the Law of the Sea Treaty first.

«Israel is to install a mobile air defense system at the Egyptian border, following cross-border attacks in the area, reports the Israeli media. The Iron Dome system is designed to defend against rockets fired from anything up to 70 kilometers away. […]

»The system has been used against Palestinian rocket attacks from the Gaza Strip in the past and this time "will be placed near Eilat as part of an operational deployment program which includes changing the locations of the batteries from time to time,” according to an Israeli military spokeswoman.»

Israel Orders 30 Aermacchi M-346 Jet Trainers in $1 Billion Deal

Image

ROME --- Alenia Aermacchi has signed a contract with Israeli Ministry of Defence to supply 30 M-346 advanced trainer aircraft. The deal is part of a larger Government-to-Government agreement between Israel and Italy that includes aircraft, engines, maintenance, logistics, simulators and training, provided also by other Israeli and international companies.

The new aircraft will replace the A-4 Skyhawks currently in service and will make up the new trainer fleet of the Israeli Air Force. Delivery of the first M-346 is expected in the middle of 2014.

Giuseppe Giordo, Alenia Aermacchi Chief Executive Officer and Responsible for the Aeronautics Sector of Finmeccanica, said, “The signature of the contract with Israel for the supply of 30 M-346 - including an advanced training system - is the result of the technological and productive excellence of the Italian industry, the highly regarded collaboration between the two countries and the synergies with the Italian Defence Ministry. This achievement is an outstanding success for Italy, both at institutional and industrial level. The women and the men of Alenia Aermacchi, our partners, the small and medium enterprises that participate in the programme must be honoured to be part of this great accomplishment”.

Following the contract signed in 2010 with the Singapore Air Force and the one with the Italian Air Force in 2009, this new international achievement makes the M-346 the worldwide best seller for new generation trainer aircraft and is testimony to the excellence of the high-technology of the Finmeccanica Aeronautics Sector Companies.

Background Notes:

The M-346 is the ideal platform for a latest-generation integrated training system. The versatility of the M-346 allows for its configuration as an affordable advanced combat aircraft. Thanks to its innovative technical characteristics, the aircraft also stands out on account of its high degree of safety and low acquisition and operating costs. The M-346 has been designed using the latest “design-to-cost” and “design-to-maintain” concepts, with an avionics system modeled on those used in new-generation fighter aircraft, such as Eurofighter, Gripen, Rafale, F-22 and the F-35.

Following the contract signed at the end of 2009 for the acquisition of a first lot of six M-346 aircraft and the ground-based training systems, the first two M-346s were delivered to the Italian Air Force at the beginning of the year.

The M-346 received its Military Type Qualification Certificate from the Italian Ministry of Defence - National Armaments Directorate in June 2011, an essential requirement to certify the full correspondence to aircraft specifications and to international military requirements.

In September 2010, the Singapore Government signed the first international contract for 12 M-346 and ground-based training systems (GBTS) under the Fighter Wings Course (FWC) program. This contract was signed with the consortium, formed by ST Aerospace (prime contractor), Alenia Aermacchi and Boeing. The first aircraft are scheduled for delivery this year. Alenia Aermacchi also finalized contracts in June 2011 with ST Aerospace to provide logistics support to the Republic of Singapore Air Force fleet of M-346.

Israel on Alert for Syria Weapons
Image
Tel Aviv is concerned that the Lebanese Hezbollah movement will try to get hold of Syrian army arsenals, including missiles and chemical weapons, Israel Defense Minister Ehud Barak said on Thursday.
Barak toured the border with Syria and warned of the possibility that Hezbollah could try to move Syria’s chemical weapons into Lebanon.
“There are also people who came to Syria from outside - from Global Jihad and al-Qaida and other Islamists - meaning that as long as the fighting carries on we will have even greater chaos in Syria the day after Assad,” Barak said.
Barak spoke with U.S. Secretary of Defense Leon Panetta on Wednesday, telling him of Israeli concerns about the situation in Syria.
“We are also closely tracking the possibility that Hezbollah will try to move advanced military platforms or chemical weapons from Syria to Lebanon.”
Hezbollah Secretary-General Hassan Nasrallah confirmed on Wednesday that Syria provided arms not only to Hezbollah, but to terrorist groups in Gaza as well.

Italy signs G550 AEW deal with Israel
Image
The Israeli air force operates four G550-based CAEW aircraft
Israel Aerospace Industries will supply the Italian air force with two Gulfstream G550-based conformal airborne early warning (CAEW) and control system aircraft, under a deal worth $750 million.

Also including ground support equipment and a package of logistics services, the contract is part of a counter-deal to Israel's $1 billion order for 30 Alenia Aermacchi M-346 advanced jet trainers, signed in Rome on 19 July. IAI will also develop, manufacture and supply an observation satellite to Italy's Telespazio under an additional agreement worth $182 million.

"Beyond the financial and occupational aspects, this deal represents a significant collaboration with the European industry," says IAI president Joseph Weiss.Italy's commitment to the G550 CAEW product represents IAI's third sale of the system, which uses radar equipment from its Elta Systems subsidiary. The company has previously delivered four of the aircraft each to the Israeli air force and the Republic of Singapore Air Force, as recorded by Flightglobal's MiliCAS database.

The modified G550s will provide a new fixed-wing AEW capability for Italy, which is a member of the NATO component that flies the Boeing 707-based E-3A Airborne Warning and Control System aircraft.
