Defexpo India 2012, the country’s biggest-ever land, naval and homeland security systems exhibition, will open today in New Delhi. The biennial event has grown since 2010 and will host 567 exhibitors, up from 425 in 2010. All major public sector companies (PSU and domestic shipyards) are here, along with hundreds of large and small private sector companies – 335 Indian exhibitors in total. The exhibitors will include 232 foreign companies from 32 countries, grouped in several national pavilions; the largest are those of the US, Russia, France, Israel, the UK and Germany.
India is the world’s largest importer of defense systems. The annual Indian defense budget is currently set at $16 billion, and, with projected annual growth of 15 percent, the total capital market for defense could reach over 100 billion.
Some of the companies exhibiting here announced new products for the show. Few of these items are included below.
The Indian Navy is Pressing for Foreign Construction of Next Generation Submarines
Bowed to pressure from the Navy, India’s ministry of defense (MoD) has ruled that foreign and government owned shipyards will be allowed to compete for the construction of new Project 75I submarines. In contrast to previous policy, MoD determined that no private sector shipyard in the country has the infrastructure and capability required for building the next generation conventional submarines that the Indian Navy wants. As a result, the long-delayed plan to build six conventional submarines for an estimated Rs 30,000-35,000 crore (about US$6 billion) will be divided between foreign shipyards and the defense public sector.
According to Secretary of Defence for Production, Shekhar Agarwal, two Project 75I submarines will be built abroad by the foreign vendor that wins the MoD contract with the follow-on four vessels to be constructed in India, by the Mazagon Dock Limited, Mumbai (MDL) and Hindustan Shipyard Ltd, Visakhapatnam (HSL).
This decision is a blow to the private sector shipyards. Larsen & Turbo (L&T) shipyard. The company is playing a major role in building the Arihant-class nuclear submarines. ABG Shipyard and Pipavav Shipyard have also invested on infrastructure in preparation for major defense contracts. According to the long-term Submarine Construction Plan introduced in 1999, Indian shipyards would build 24 conventional submarines by 2030. The latest MoD decision to build two submarines abroad runs contrary to this plan.
The Maini Group Launches the Israeli TOMCAR Off-Road Vehicle in India
The Indian Maini Group acquired a majority stake in TOMCAR, a company based in Israel engaged in design and manufacture of high performance off road vehicles. At Defexpo 2012 the Indian automotive group is launching the TOMCAR in India. “With the Indian Defence, Paramilitary and Homeland Security scouting aggressively for All Terrain Vehicles, we intend to promote TOMCAR amongst them as part of their modernization drive.” Said Sandeep Maini, Chairman of Maini Group. The Maini Group has created a manufacturing facility in Bangalore to cater for both domestic and overseas customers.

Selon le ministre indien de la Défense, A.K Antony, qui s’est exprimé sur le sujet devant le Parlement le mois dernier, les forces aériennes du pays ont perdu 33 avions de combat au cours de la période allant du 1er avril 2008 au 13 mars 2012, sur un total de plus de 600 appareils mis en oeuvre au sein de l’Indian Air Force (IAF) et de l’Indian Naval Air Arm. Et c’est sans oublier les accidents de 10 hélicoptères et de 17 autres avions militaires.
En service depuis les années 1960, le MiG-21 Bison peut être considéré comme étant le « faiseur de veuves » de l’IAF puisque pas moins de 16 exemplaires ont été perdus au cours de cette période. Au total, ce sont 27 MiGs qui ont été impliqués dans des accidents, de même que 3 Sukhoi SU-30, 1 Jaguar et 2 Mirage 2000H, dont un a été perdu le 24 février dernier.
Pour l’ambassadeur russe en poste à New Delhi, Alexandre Kadakin, le nombre élevé d’accidents ayant impliqué des MiG n’est pas surprenant. Selon lui, l’IAF doit revoir ses procédures d’acquisition en matière de pièces de rechange, dont certaines ne seraient que des contrefaçons.
Indian Truck Makers Line Up to Renew Thousands of Military Vehicles
The Indian Army has a fleet of more than 150,000 vehicles. The services buy around 7,000 new trucks every year, a volume attracting commercial vehicle manufacturers to invest in meeting peculiar military standards. This year at DefExpo 2012, traditional truck manufacturers Tata Motors and Ashok Leyland were joined by the new competitor Asia Motor Works, each taking aim at specific segments of this huge market.
Almost half of these trucks are the old model Stallion workhorses built by Ashok Leyland, the company is now offering the stronger Super Stallion 6×6 truck. Other opportunities are with the smaller tactical trucks and special purpose vehicles. AMW is displaying At DefExpo some of their specialty trucks, including firefighting trucks and 6X4 Heavy Duty Recovery Vehicles. AMW is positioned as India’s third largest manufacturer of heavy commercial vehicles. AMW is manufacturing its vehicles at their plant in Bhuj in Gujarat. Anirudh Bhuwalka, Managing Director and CEO of AMW said his company has entered this market offering a portfolio of vehicles range from 4X4 general service and logistics trucks, offered with engines ranging from 180 bhp to 270 bhp.
KMW Team with Ashok Leyland to Offer Armored Vehicles in India, and ABroad
Chennai (India) based Ashok Leyland Defence Systems Ltd. (ALDS) and Krauss-Maffei Wegmann GmbH & Co. KG from Munich (Germany) have concluded a Memorandum of Understanding during the IDEX defence exhibition in Abu Dhabi to co-operate in the development of advanced defense systems for the Indian Defense establishment, as well as other defense forces worldwide.
The scope of the co-operation will initially include the development of armored wheeled vehicles, recovery vehicles, artillery & combat systems, bridge laying systems and other similar products.
ALDS, the Defence sector affiliate of the Hinduja flagship Ashok Leyland, brings to this strategic alliance the expertise and experience of designing and developing Defence vehicles that has made Ashok Leyland, the largest supplier of logistics to the Indian Army, with over 60,000 of its Stallion vehicles forming the Indian Army’s logistics backbone. Designed in Israel and built in Israel and the USA, TOMCAR is a military grade, high-performance all-terrain vehicle designed for military, order patrol and first responder use. TOMCAR is deployed by the Israeli Military, the US Customs and Border Patrol and supports the British Army in Afghanistan as a combat support and replenishment vehicle. Mahindra Defence, RAFAEL to Establish JV Specialized in Protection Systems
Aiming to become a leading defense systems integrator in India, Mahindra & Mahindra has partnered with Israel’s defense company Rafael Advanced Defense Systems, to establish a Joint Venture (JV) company to develop and manufacture products such as Anti Torpedo Defense Systems, Electronic Warfare Systems, Advanced Armoring Solutions and remotely operated weapon stations for Futuristic Infantry Combat Vehicles (FICV).
The company has approached the Foreign Investment Promotion Board (FIPB) for the creation of the JV company, where Indian ownership 74 percent will be maintained. Rafael will make investments in Mahindra’s existing Naval Systems division in Pune which will also be the location of a production facility which will be set up to meet the long-term requirements of the JV company.
L'Inde a testé avec succès des missiles "Brahmos" russo-indienne de production
NEW DELHI, 5 Mars. (ARMS-TASS). L'Inde a pris le test d'un missile supersonique "BrahMos" classe "de surface-à-terre" large de 290 km. Le lancement a eu lieu sur le territoire de l'épreuve centre Pokharan (ouest du Rajasthan), a annoncé aujourd'hui le journal "The Hindu". Le missile a frappé le succès cible conditionnelle.
Comme indiqué par les représentants du ministère de la Défense, les tests ont confirmé la haute qualité missile "Brahmos", qui continue à entrer en service dans l'armée en Inde dim. À ce jour, formé le bataillon second missile, armé de 65 "Brahmos" à cinq lanceurs mobiles. Cette partie est déployée dans le secteur ouest de la frontière avec le Pakistan. La formation de la troisième division des missiles, qui sera le port d'attache est situé sur la frontière avec la Chine, l'État septentrional de l'Himachal Pradesh, ITAR-TASS a signalé.
Le missile "Brahmos" est une initiative conjointe russo-indienne entreprise », BrahMos eyrospeys." Il est capable d'attaquer des cibles à Mach 2,8 pendant un vol à une altitude de 10 m au-dessus du sol. "Brahmos" est déjà en service dans l'armée, ses navires de surface équipés de la marine indienne. En cours de développement sont des versions de ce missile et sous-marin, avion, et hypersoniques "BrahMos», qui devrait entrer en service dans un proche avenir.
Inde :Ministère de la Défense a commandé 100 obusiers de 155 mm
NEW DELHI, 5 Mars. (ARMS-TASS). Commandement de l'Armée de l'Inde Sun a signé un contrat avec une entreprise publique nationale «conseil Ordnance Factory" (Conseil Ordnance Factory, OFB) sur la production et la livraison de cent et de l'obusier de 155 mm, ITAR-TASS a signalé.
Obusier FH-77B, selon l'agence PTI, sera faite sur le acheté dans les années 1980, la société suédoise de licence "Bofors". L'ordre pour la production de l'artillerie ministère de la Défense de l'Inde met la première fois en un quart de siècle.
Sur le montant de la transaction n'ont pas été divulgués. Il est prévu que le premier coup de canon est entré en service l'armée indienne jusqu'à la fin de cette année.
Quelque infos sur le contrat des Rafales
Le prix unitaire à la production, en France, est de 101 M€ (selon la cour des comptes).
Le prix total du marché indien, divisé par le nombre d'appareils, donne un prix unitaire de
80 à 87 M€. Allez ... disons un prix moyen à 84 M€.
Sauf que 108 appareils seront produits en Inde. Ca ne fait certainement pas gagner 20 M€ par appareil, mais il y a quand même certainement un impact non négligeable sur le coût - pas seulement de main d'oeuvre, mais aussi de fiscalité locale et autres charges diverses.

En +, il y a de fortes chances que le choix de l'Inde décident le Brésil & les EAU...
Sans compter que j'ai entendu que le Sultanat d'Oman envisage l'achat d'une 20taine de chasseurs multirole. Même si leur 1er choix se porte sur le Typhoon, ils peuvent se laisser convaincre par leurs potes des Émirats.

Depuis + de 2 ans, la France multiplie les gestes en faveur de l'Inde (upgrade des Mirage 2000 par exemple) & l'assemblage final des 3/4 de la commande en Inde & le transfert de technologie étaient des conditions OBLIGATOIRE pour l'Inde sur le choix de l'avion.
