Nous apprenons de source digne de foi que le samedi dernier un véhicule présumé appartenir à des trafiquants de drogue a été détruit aux environs de la passe dite de Salvador, non loin de la frontière nigéro-libyenne.
Sur place, une personne a été tuée et une autre griévement blessée. Ayant été informés juste après l’attaque par le survivant, des proches à eux les ont localisé. Ils ont enterré le mort sur place et ramené le blessé admis d’urgence à l’hôpital d’Arlit.
La Rédaction de Aïr Info a aussi appris qu’un troisième occupant du véhicule est porté disparu.

L’ identité de ceux qui ont attaqué le véhicule prête à confusion. Si les proches du blessé parlent d’une attaque menée par des militaires étrangers occidentaux présents aux alentours de la passe de Salvador, d’autres sources citent des combattants d’origine tchadienne à l’origine de l’attaque. Pour l’instant, les sources sécuritaires contactées par Aïr Info n’ont ni infirmé ni confirmé l’information.

UPJEVER Die Ablösung kommt: Für die sieben Soldaten aus der 2. Staffel des Objektschutzregiments der Luftwaffe „Friesland“, die seit Mitte Oktober im Niger im Einsatz sind, abzulösen, stehen acht Soldaten bereit und verlegen am 6. Dezember nach Westafrika. Sie übernehmen die Bewachung auf dem Gebiet des internationalen Flughafens Niamey, der Hauptstadt des Niger. Der Einsatz der Schortenser Objektschützer ist bis Februar 2019 geplant.

Der stellvertretende Kommandeur des I. Bataillons, Major Walter Meischner, hat die Soldaten am Dienstag auf dem Fliegerhorst Upjever verabschiedet.

„Sie sind hervorragend ausgebildet, vorbereitet und haben den notwendigen Rückhalt“, sagte Meischner bei der Verabschiedung. Insbesondere hob er das „enorme Maß an Kameradschaft und Zusammengehörigkeitsgefühl“ der Objektschützer hervor. „Das macht Euch so besonders und deswegen haben vor allem wir, die zu Hause auf Euch warten, ein gutes Gefühl: Wir wissen, dass Ihr Euch aufeinander verlassen könnt.“

Zum Hintergrund: Auf dem deutschen Lufttransportstützpunkt sind ca. 50 deutsche Soldaten und zwei deutsche Transall-Transportflugzeuge stationiert. Eine der Maschinen steht zur Evakuierung verletzter, erkrankter oder verwundeter Soldaten aus dem gesamten Gebiet Westafrikas bereit. Dieses Gebiet umfasst Mauretanien, Mali, Burkina Faso, Benin und den Tschad. Dabei geht es nicht nur um deutsche Soldaten, sondern auch um Angehörige der alliierten Streitkräfte.

Das zweite Flugzeug steht als Ersatzmaschine zur Verfügung und wird zusätzlich zum Transport von Personal und Material eingesetzt. Auch mit dieser Maschine wird nicht nur der deutsche Bedarf abgedeckt sondern auch die Unterstützung der United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) sichergestellt.

'Bandits' kill 10 troops along Niger-Nigeria border
The two countries had launched a joint operation against criminal gangs in Niger's Maradi region over the weekend.

Ten troops have been killed on the border between Niger and Nigeria in a joint operation by the two countries against "bandits", Nigerien Defence Minister Kalla Moutari said on Monday.

"Five Nigerien and five Nigerian" troops and 11 enemy fighters were killed in the operation, launched against gangs in the Maradi region on the weekend, Moutari told AFP news agency.

"The Nigerian defence and security forces are identifying the bodies of the bandits," Moutari also said, according to a TV report from Maradi, where he went to attend the funeral of the dead Nigerien troops.

Niger is one of several countries in the impoverished Sahel region to be hit by violence by armed groups.

Officials often call the attackers "bandits" but a security source said the joint operation targeted criminal gangs that plague the Niger-Nigeria border, holing up in dense forests.

The fighting "began on Saturday in the middle of the morning," the source said, adding that several troops from both countries were also wounded.

The groups are blamed for kidnapping, theft and cattle rustling.

The troubled region lies on part of Niger's southern-central border abutting the northwestern Nigerian state of Zamfara.

In August, Niger sent reinforcements to the area, and in September began a three-week operation with Nigeria that led to the death of at least 30 "bandits", the interior minister, Bazoum Mohamed, had said on October 16.

The authorities were now "fully in control" of the region "and are in the middle of mopping-up operations," he had maintained.

Preparing an offensive
Nigerian security and civilian sources also said on Monday that troops are preparing to launch an offensive in a bid to retake a strategic town captured by Boko Haram in northeast Nigeria.

Fighters from ISIL-affiliated Islamic State West Africa Province (ISWAP) took control of Baga on the shores of Lake Chad on Thursday after over-running military bases.

The group established full control over the fishing town on Friday after sacking a naval base, forcing personnel to flee across the lake to a village on the Chadian side of the border.

Dozens of military trucks and armoured vehicles from Borno state capital Maiduguri arrived late on Sunday at the garrison town of Monguno, 135km away, in readiness for the offensive, two military officers and armed group sources told AFP on condition of anonymity.

The Nigerian military has insisted the armed group has already been pushed out of Baga, but fleeing residents and security sources refuted the claim.

Boko Haram was said to be roaming around the town and killing civilian armed groups.

Boko Haram's nine-year revolt has killed 27,000 people and displaced two million others, sparking a dire humanitarian crisis in the region.

The fighting has also spilled into Nigeria's neighbours Chad, Niger and Cameroon.

280, in a few days....? mhmm, sounds like a lot. Who did the air raids, with what kind of ammunition?

MAIDUGURI, Nigeria — Niger’s defense ministry says several days of raids have killed more than 280 Boko Haram extremists near the border with Nigeria.

The statement says the land and air raids began on Dec. 28, with more than 200 extremists killed in airstrikes.

Nigeria in November held an urgent meeting with neighbors about what it called an extremist resurgence fueled by the new use of drones.

Niger’s statement says no troops were killed in the raids in its east. It notes that Nigeria “suffered a string of recent attacks on its military bases” and that the extremists had been reinvigorated.

Niger’s defense minister last month said he feared Boko Haram would launch renewed attacks from January, when the Komadougou-Yobe river which usually prevents border incursions begins to recede.

Niger's army killed more than 280 Boko Haram militants near the southeast border with Nigeria in days of land and air raids, the defence ministry said on Wednesday.

More than 200 militants were killed in air strikes and a further 87 by ground troops since the offensive began on December 28, the ministry said in a statement read on state television.

It comes after Western African leaders held talks in November on the escalating attacks by the Nigerian militant group in the Lake Chad area, a strategic region where the borders of Chad, Cameroon, Nigeria and Niger converge.

No casualties on Niger side

The operations were carried out on the islands of Lake Chad and along the Komadougou Yobe river which serves as a natural border between Niger and Nigeria, which has suffered a string of recent attacks on its military bases.

The Niger army said it had lost no troops or equipment in its offensive and had seized eight canoes and two rocket launchers as well as assault weapons, ammunition and vehicles.

In December, Niger's defence minister said he feared Boko Haram would launch renewed attacks on its positions from January, when the Komadougou Yobe river's waters which usually prevent incursions begin to recede.

Niamey was particularly concerned by the situation in Nigeria where "military bases have been defeated," Defence Minister Kalla Moutari said in parliament.

"Boko Haram fighters were able to get supplies, they were able to reinvigorate themselves," said Moutari.

Boko Haram insurgency

Boko Haram's bloody insurgency began in northeastern Nigeria in 2009 but has since spread into neighbouring countries, prompting a regional military response.

Some 27,000 people have been killed and two million others displaced, sparking a dire humanitarian crisis in the region.

Militants have targeted both soldiers and civilians and have been blamed for abductions of children and employees of foreign companies.

In November, around a dozen girls were taken in raids on several border villages in southeastern Niger.

In the same month, seven local employees of a French drilling firm and a government official were killed after suspected Boko Haram gunmen stormed their compound.

That attack shattered months of relative calm in the Diffa region near the Lake Chad basin.

(CNN)A sidearm once belonging to an American soldier killed in Niger was recovered by French troops during an operation Wednesday near the Mali-Niger border, two US defense officials tell CNN.

One official said that a Glock 19 handgun recovered by French forces had a serial number matching the side arm issued to Staff Sgt. Jeremiah W. Johnson, a member of the ill-fated Green Beret-led team ambushed by ISIS-linked fighters in Niger in October of 2017.
A military grade laser sight with a serial number matching the Operational Detachment-A team that Johnson belonged to was also found.
The October ambush left four American soldiers dead, launched a Pentagon investigation and raised questions as to the nature of the US military presence in Niger.
Outgunned, overrun
The investigation found that a series of failures and deficiencies, including a lack of adequate training, contributed to the ambush that resulted in a Green Beret-led team being outgunned and overrun by more than 100 ISIS fighters.
The official who spoke to CNN said that this was not the first time that equipment belonging to the ambushed team had been found and that vehicles have been recovered during previous operations.
Night vision goggles were also recovered, although the official said the origin of the goggles had not been determined. The equipment is still in possession of the French military.
The US has some 800 troops in Niger, although the Pentagon recently signed off on plans to reduce counterterrorism forces in Africa. Officials have told CNN that troops in Niger and elsewhere in West Africa would face the bulk of those cuts.
Thousands deployed
France has deployed thousands of troops across northwest Africa, in Mali, Niger and Burkina Faso. A senior defense official previously told CNN that the presence of French forces in Africa made US military planners more comfortable about reducing US troops in the region.
The French ministry of defense issued a statement Thursday saying that its forces had conducted a military operation Wednesday 45km east of the town of Akabar, Mali, which sits very close to the border with Niger. The ministry also said that French aircraft had carried out a series of airstrikes targeting militants equipped with motorcycles.
It is not clear if that operation is related to the recovery of the equipment. A spokesperson for the French embassy in Washington declined to comment.

New in 2019: Two new US air bases in Africa nearing completion

U.S. Africa Command is hoping to finish two new air bases in 2019, one in Niger and one in Somalia, to stage operations against militants in the region.

Niger Air Base 201, a future hub for armed drones and other aircraft, was supposed to be completed this year. The region’s difficult weather and harsh conditions are pushing completion back to the middle of 2019, officials told Air Force Times.

Air Base 201 will eventually house the U.S. armed drone mission in Niger that currently operates out of Niger’s capital, Niamey.


In the Lower Shabelle region of southern Somalia, a former Soviet-built air base called Camp Baledogle is being refurbished and converted to better handle the evolving multinational mission in the country.

“The runway repairs were just contracted this fall, and are not scheduled to be completed until later in 2019,” Air Force Maj. Karl Wiest, an AFRICOM spokesman, said.

The new runway repairs appear to be stepping up the capabilities of the airfield at Camp Baledogle, and could be the harbinger of an expanding U.S. foot print in Somalia.

AFRICOM confirmed to Air Force Times that it operates the facilities at Camp Baledogle alongside African partners, but remained scant on details regarding what aircraft are planned to fly from there.

Camp Baledogle’s runway will be 10,092 feet long, 140 feet wide and made of asphalt, according to Mike Andrews, the public affairs director for Naval Facilities Engineering Command Atlantic, which executed the military construction contract. Those dimensions will be able to support virtually all aircraft in the U.S. Air Force inventory.

“The runway is still being utilized for limited operations,” Wiest said. “Also, there are some other projects underway at Camp Baledogle, such as mitigation efforts to improve camp drainage as a result of rainfall events, improvements to force protection measures, as well as regular camp refurbishment resulting from normal wear and tear of facilities.”

Somalia has become a growth point for AFRICOM, as the combatant command conducts airstrikes and ground operations against al-Qaida-linked al-Shabab militants in the country.

The U.S. carried out more than 30 airstrikes last year in Somalia, according to FDD’s Long War Journal. American involvement in the country has grown since President Donald Trump early in his term approved expanded operations against al-Shabab. Since then, two U.S. military personnel have been killed in Somalia.

The Pentagon fields about 7,200 troops in Africa, but plans to cut about 10 percent of those forces over the next few years in an effort to realign priorities in an era of great power competition. excellent and promising news...
that is usually the "diplomatic" approach the US take when they are pissed off and did not get their will. I assume that has certainly to do with the major interest in the region (base 201) and particular, which mission they can conduct. Anyway, it must have something to do with Niger not wanting to submit more of their sovereignty.

That is excellent news to me... at that moment it is critical that "friendly nations", show their support for the sovereign position of Niger further restricting US moves and possibly kicking US out ASAP.

NIAMEY, 2 jan (ANP) – Le Président Issoufou Mahamadou a reçu ce mercredi 2 janvier en audience l’ambassadeur des Etats Unis au Niger Eric Whitaker qui a annoncé la fermeture de certains de leur service.
Les services du gouvernement américain « demeurent partiellement fermés avec le Département d’Etat, mais le service consulaire de l’ambassade américain lui, reste ouvert aux voyageurs et aux citoyens américains. La reprise totale des services du gouvernement américain reste incertaine », a déclaré le diplomate sans d’autres précisions.
Le responsable américain a en outre annoncé avoir évoqué avec le chef de l’Etat la question de la sécurité dans le bassin du Lac Tchad particulièrement dans la région de Diffa, assurant « notre soutien en équipement militaire et formation, aux Forces de défense et de sécurité dans ce domaine ».
Cette zone est en proie aux violences de Boko haram.
L’entretien a porté aussi sur le Millenium Challenge Corporation (MCC) dont le Niger est éligible pour développer un pacte régional et concourant avec le Benin.
Le 6 décembre, le conseil d’administration du MCC s’est réuni et a sélectionné 5 pays éligibles pour développer des compacts régionaux et concourants. Le Niger est l’un des cinq pays tous situés en Afrique de l’ouest. Le conseil du MCC a autorisé le Niger à former un compact régional avec le Benin, afin de se constituer sur le corridor de transport routier entre Cotonou et Niamey.
La première étape de ce processus consistera à l’équipe technique du MCC à effectuer une première visite de vérification préalable début 2019. L’objectif de cette visite est de convenir les paramètres d’un concept défini avec le gouvernement du Benin. Le concept sera probablement une combinaison des réformes pour les TIC et les institutionnels et des investissements dans les infrastructures durables. Toutefois, ce compact régional n’est pas une garantie de respecter les normes économiques, sociales, environnementales, et techniques du MCC. Le concept sera soumis au comité d’investissement du MCC pour aller de l’avant, ou pas, pour juin 2019.
Le Niger avait bénéficié du Programme compact doté d’un don de plus de 437 millions de dollars (plus de 250 milliards FCFA) intervient dans quatre régions, Dosso (Ouest), Maradi (Centre Sud), Tahoua (Nord) et Tillabery(Ouest).
Son objectif est de répondre directement aux causes sous-jacentes des deux grandes contraintes qui entravent la croissance économique et l’investissement au Niger, le faible accès à l’eau pour la production agropastorale, qui freine la productivité agricole et la sécurité alimentaire, et les obstacles au commerce dus aux problèmes d’accès physique et institutionnel, qui donnent lieu à des frais de transaction élevés et réduisent ainsi le volume des ventes.

Le Compact Niger comprend deux projets majeurs à savoir le Projet d’Irrigation et Accès aux Marchés et le Projet Communautaire de Résilience aux Changements Climatiques, note-t-on.
Le programme du Niger (2018-2023) a été lancé le 5 Août en présence notamment du Chef de l’Etat issoufou Mahamadou, des hautes autorités nigériennes , de l’Ambassadeur américain au Niger Erik Whitaker et de Madame Jane HAUCH, Vice-présidente de la Millenium Challenge Corporation (MCC).
L’ audience de ce mercredi s’est déroulée en présence du Ministre Directeur de Cabinet du Président de la République Ouhoumoudou Mahamadou, également Président du conseil d’administration du MCC.

The US turned over a communications and operations centre to the Niger army on Monday to help the African nation battle Boko Haram.

The planning and operations control centre, worth $16.5 million, is designed to help Niger forces sychronise its operations through improved communications, US Ambassador Eric Whitaker said during the handover ceremony.

Niger has taken on an important geostrategic role in the US fight against Islamist extremist groups in Africa, and the centre known as a C2 Node comprises two tactical operations units equipped with sophisticated communications material. It aims to 'streamline pertinent battlefield information to commanders, so that they can best employ their forces,' a copy of Whitaker's remarks said.

The US has already provided Niger with Cessna C-208 surveillance planes, armoured personnel vehicles and small craft known as mud boats, along with other equipment and training.

'We believe all these capabilities are critical to helping Niger defeat Boko Haram and other terrorist organisations,' Whitaker said.

The US also operates an aerial drone base in Agadez that provides surveillance of Boko Haram units and others allied with Al-Qaeda in the Islamic Maghreb that operate along borders with Libya, Mali and Nigeria.

Niamey has also given the US permission to base armed drones on its soil.

JUKEBOX LOTUS: Operation Jukebox Lotus began as the crisis response to the September 2012 attack in Benghazi, Libya, that killed U.S. Ambassador J. Christopher Stevens and three other Americans, but continued until at least 2018. It gives Africa Command broad authority to conduct a variety of operations in Libya as required and is specific to neither special operations nor counterterrorism.

JUNCTION SERPENT: A surveillance effort in Libya that, as part of the 2016 campaign of airstrikes against Islamic State positions in the Libyan city of Sirte, gave Joint Special Operations Command specific authorities to coordinate assets in order to develop targeting information for the campaign

JUNIPER MICRON: In 2013, after France launched a military intervention against Islamists in Mali code-named Operation Serval, the U.S. began Operation Juniper Micron, which involved airlifting French soldiers and supplies into that former French colony, flying refueling missions in support of French airpower, and assisting allied African forces. Juniper Micron was ongoing as of October 2018, with plans for it to continue in the future.

JUNIPER SHIELD: The umbrella operation for the mission that resulted in the deadly ambush in Niger, Juniper Shield is the United States’ centerpiece counterterrorism effort in northwest Africa and covers 11 nations: Algeria, Burkina Faso, Cameroon, Chad, Mali, Mauritania, Morocco, Niger, Nigeria, Senegal and Tunisia. Under Juniper Shield, U.S. teams rotate in every six months to train, advise, assist and accompany local partner forces to conduct operations against terrorist groups, including ISIS-West Africa, Boko Haram and al Qaida and its affiliates.
