sérieux? a priori on ne dirait pas mais bon il n'en demeure pas moins qu'il n'a rien étalé dans son intervention. Peut être qu'il écrira un billet ou qqe chose que l'on pourra mieux commenter ;)

C'est une volonté flagrante d'hégémonie, à court d'arguments solides; le même intervenant fait appel à la désinformation; quand il insiste sur la nationalité de l'avocat-conseil en chef des Philippins (à l'instant 1:40), Américain certes, Paul Reichler, est un grand avocat; spécialiste de l'arbitrage international; qui a défendu et obtenu gain de cause au profit d'une si petite et fragile nation qui est le Nicaragua contre l'administration de son propre pays, les états unis.

Un débat entre lui et le membre du CC du FLN devrait être très intéressant :)
Très bonnes explications qui confirment ce que j'en ai lu sur le site de l'UN mais aussi avec des precisions sur ce qui est submerge et ce qui ne l'est pas. Il donne des exemples de disputes vers la fin mais le cas de la Mer de Chine est plutôt rare.
Il a aussi montré cet example de de-facto occupation, Mischief Reef (un rocher pratiquement), qui se trouve a pres de 1000 km de la Chine:

A partir de la, la Chine demanderait non seulement les 12 nm (1nm=1.85km) en termes de souveraineté mais pire, une EEZ (un rayon de 370km) avec aucun regard sur les pays voisins !!

Au sujet de sa position officielle, comme prévu l'Algérie ne se cherche pas d'ennemis meme si elle épingle légèrement la Chine en faisant reference au droit international 8) mais aussi aux negotiations bilatérales ou autres.

ALGER - L'Algérie appelle en faveur d'une solution sur la "base du droit international" du différend sur la mer de Chine méridionale, indique samedi un communiqué du ministère des Affaires étrangères.

"Soucieuse de l'impératif de promotion et de préservation de la paix et de la sécurité internationales, conformément à la doctrine qui a toujours guidé son action internationale, l'Algérie appuie tous les efforts en faveur de solutions pacifiques, équitables, et consensuelles des différends sur la base du droit international ainsi qu'au moyen de la négociation et dans un esprit d'apaisement et de concorde", précise le communiqué.

"L'Algérie est consciente de l'importance tout autant que de l'intérêt qu'accordent les pays riverains de la mer de Chine méridionale aux liens de voisinage qui les unissent", souligne la même source.

Elle souhaite "voir les pays de la région parmi lesquels elle compte des amitiés solides et anciennes conjuguer davantage leurs bonnes volontés pour favoriser la concertation et le dialogue constructifs qui sont susceptibles de préserver la paix, la sécurité et la stabilité régionales dans une perspective de bon voisinage et de prospérité partagée", précise le communiqué.

Toujours apaisée, égale à elle-même; respective des principes que tout le monde le lui reconnaisse, il s’agit bien sur de notre politique extérieure.

Le contraire m’aurait étonné, car le pays se contredira devant les revendications "historiques" du voisin de l’ouest au Sahara Occidentale.

Le monde change, la Russie; jadis bolchevique; retourne à ses racines et recouvre une composante de son identité; le christianise orthodoxe, et l’institue en religion de l’état, et Poutine, en homme pragmatique, formé à l’école du KGB, ne résonne plus comme ses prédécesseurs soviétiques; sa politique extérieure n’est plus régie par les principes de l’ère communiste.

La Chine communiste est devenue un géant capitaliste ; avec un pragmatisme; si énigmatique; que beaucoup de gens n’arrive pas à comprendre comment elle entretient; en même temps; de bonnes relations avec le Soudan et et son Sud "scissionniste".

C’est logique que l’Algérie prenne conscience de ces bouleversements et évite de mettre tous ses œufs dans le même panier, par conséquent elle ne se contente pas d’un seul «allié», membre permanent du conseil de sécurité, et puisque Le langage diplomatique le permet, elle s’en sert pour concilier "principes" et "intérêts".

China stole US underwater drone in South China Sea as Americans watched


A Chinese Navy ship stole an American underwater research drone while a U.S. crew was watching, in a South China Sea area contested by the Chinese and the Philippines, U.S. defense officials told Fox News on Friday.
The incident occurred around noon Thursday local time approximately 40 miles west of the Philippines and about 150 miles from Scarborough Shoal. For days, the Chinese ship had been shadowing the American ship USNS Bowditch, which deployed the drone, a Slocum Glider.

"This is an act of war against the United States," Gordon Chang, analyst and author of "The Coming Collapse of China," told Fox News' "Happening Now." He said the move was an act of war because U.S. military property was stolen.

The research ship is owned by the U.S. Navy but operated by Military Sealift Command, with a crew of contracted civilian mariners and scientists.

The American crew watched the Chinese take the underwater drone from a short distance away. The Chinese Navy ship was only a quarter of a mile away, a defense official told Fox News.

Satellite imagery reveals the progress China has made on its new Type 001A aircraft carrier project. Construction on the carrier began at the Dalian New Shipbuilding Heavy Industry Co.'s shipyard in northeastern Liaoning province in early 2015 and has proceeded at a brisk pace. The imagery, acquired from Stratfor's partners at AllSource Analysis, suggests that the project is a modular construction, in which sections of the vessel are built separately and then fitted together, allowing for shorter build times and greater flexibility. At this rate, the Type 001A could be launched as soon as early 2017, though commissioning it into the fleet would take several more years.



China's aircraft carrier program is the centerpiece of its strategy to project force as a global naval power. Not only do Chinese aircraft carriers lend Beijing military prestige, but they will also be instrumental in securing crucial overseas supply lines. For now, China's aircraft carrier program is in its early stages, but Beijing plans to eventually commission at least three carriers.

China purchased its sole existing carrier, the Liaoning, from Ukraine in 1998 as a stripped hulk. The ship was fully rebuilt in Chinese shipyards and commissioned in September 2012. The Liaoning could someday serve a combat role, but it has functioned primarily as a training ship, developing carrier deck operations and training an initial cohort of pilots in at-sea takeoff and landing.

The new Type 001A aircraft carrier will follow the Liaoning's basic design, though slightly improved. Like the Liaoning, the new ship will have a displacement of approximately 50,000 to 60,000 tons, and it will feature a Short Takeoff But Arrested Recovery (STOBAR) system. STOBAR allows aircraft to take off under their own power, using a curved ramp for assistance; when landing, planes hook onto arrestor wires. STOBAR, though effective, is not as capable as the catapult system, known as CATOBAR, used on U.S. Nimitz-class fleet carriers. Relative to STOBAR, CATOBAR enables launched aircraft to carry significantly more fuel and greater payloads.

Therefore, the new Type 001A is simply a stepping-stone that will enable China to build up its aircraft carrier program while it develops carriers with CATOBAR systems and, perhaps, nuclear propulsion. In time, China could attain supercarriers of the same size and displacement as Nimitz-class carriers. But this is a distant goal. To reach a level of global operations comparable to that of the U.S. Navy, China will need decades of additional experience.

China Receives First Advanced Su-35 Flankers from Russia

China has taken delivery of the Sukhoi Su-35 “Flanker-E” fighter jet from Russia, according to Chinese state media.

The Chinese military confirmed that it took delivery of four Su-35s in late December, the English-language China Daily newspaper reported without providing further details.

However, an Ilyushin Il-76 transport aircraft belonging to Russian charter company Volga-Dnepr was noted on the live flight-tracking website Flightradar24. The aircraft was flying from Komsomolsk-on-Amur, where the Su-35 is built by the Komsomolsk-on-Amur Aircraft Production Association (KnAAPO), to Cangzhou-Cangxian Airbase in China’s Hebei Province before carrying on to Suixi Airbase in Guangdong Province on December 25.

Cangzhou-Cangxian is the home of the Flight Test and Training Centre (FTTC), the People’s Liberation Army Air Force (PLAAF) unit responsible for developing flying procedures, combat tactics and training programs for new aircraft types. Suixi is the nearest PLAAF base to the disputed islands of the South China Sea.

It is not known if the Il-76 was accompanying the Su-35s, or operated as a separate flight carrying support equipment and spares for the newly-delivered fighters. China has also not released any official photos of its Su-35s, although grainy images purporting to be the PLAAF Su-35s have been published on Chinese social media.

China confirmed in November 2015 that it signed a $2 billion contract with Russia for the acquisition of 24 Su-35s, following more than five years of on-again, off-again negotiations for the aircraft.

Andreas Rupprecht, author of three books on Chinese military aviation and industry, told Defense News that one of the reasons China is keen on acquiring the Su-35 is to access modern Russian engine technology in the form of the Saturn AL-41F1S (117S) afterburning turbofan engine and the associated thrust-vectoring capability of the super-maneuverable Su-35.

China has been trying to develop its own indigenous fighter jet engine for several years, but the program has been dogged by technical problems. China’s stealthy Chengdu J-20, single-engine Chengdu J-10 and Shenyang J-15 carrierborne fighters are still powered by Russia’s Saturn AL-31 engine.

Rupprecht also noted that if the PLAAF’s Su-35s are indeed based at Suixi, it would also raise the possibility that they could "act as a long range fighter escorts for the (PLAAF’s) H-6K bombers around the South China Sea or even facing Japan.”

The Su-35 has the capability to refuel inflight from China’s small fleet of Ilyushin Il-78 tankers acquired from Ukraine. That would give aircraft improved endurance for bomber escort and combat air patrol missions over the South China Sea compared to the Shenyang J-11Bs of the PLA Navy, which currently have primary responsibility over the area. The J-11Bs are Chinese-built Su-27 Flankers incorporating Chinese avionics, engines and weapons.

The U.S. Missile Defense Agency, the Japan Ministry of Defense and U.S. Navy successfully used a ship-launched Standard Missile-3 (SM-3) Block IIA to intercept a medium-range ballistic missile target for the first time on Friday night in Hawaii.

In the Feb. 3 test, conducted at about 10:30 p.m. Hawaii Standard Time (3:30 a.m. Eastern Daylight Time, Feb. 4), a target was launched from the Pacific Missile Range Facility at Kauai, according to a MDA statement. USS John Paul Jones (DDG-53) detected and tracked the target missile with its AN/SPY-1D(V) radar and Aegis Combat System Baseline 9.C2 system. The ship fired a SM-3 Block IIA – being jointly developed by the U.S. and Japan – and intercepted the target.

CHINA’S TERRITORIAL DISPUTES IN CONTEXT
The People’s Republic of China’s use of force in territorial disputes has varied widely throughout its history. Some disputes led to war, such as China’s border conflicts with India in 1962 and Vietnam in 1979. A contested border with the former Soviet Union during the 1960s raised the possibility of nuclear war. In more recent cases, China has been willing to compromise with and even offer concessions to its neighbors. Since 1998, China has settled 11 land-based territorial disputes with six of its neighbors. In recent years, China has adopted a coercive approach that eschews military conflict in order to deal with several disputes continue over exclusive economic zones (EEZ) and ownership of potentially rich, offshore oil and gas deposits.
The East China Sea contains natural gas and oil, though hydrocarbon reserves are difficult to estimate. China and Japan have overlapping claims to both the continental shelves and the EEZs extending from their respective mainlands. Japan maintains that an equidistant line from each country involved should separate the EEZs, while China claims an extended continental shelf beyond the equidistant line to the Okinawa Trench. Since early 2009, Japan has repeatedly accused China of violating a June 2008 agreement establishing an equidistant demarcation line from each country for resource development and an area to the north spanning the line for joint exploration of oil and natural gas fields, and claimed that China unilaterally drilled beneath the demarcation line, extracting reserves from the Japanese side. China continues to contest Japan’s administration of the nearby Senkaku Islands.
The South China Sea plays an important role in security considerations across the East Asia because Northeast Asia relies heavily on the flow of oil and commerce through South China Sea shipping lanes, including more than 80 percent of the crude oil to Japan, South Korea, and Taiwan. China claims sovereignty over the Spratly and Paracel Island groups and other land areas within its “nine-dash line” claim—claims disputed in whole or part by Brunei, the Philippines, Malaysia, and Vietnam. Taiwan, which occupies the Itu Aba Island in the Spratly Islands, makes the same claims as the PRC. In 2009, China protested extended continental shelf submissions in the South China Sea made by Malaysia and Vietnam; in its protest to the UN Commission on the Limits of the Continental Shelf, China included its ambiguous “nine-dash line” map, while stating in a note verbale that it has “indisputable sovereignty over the islands in the South China Sea and the adjacent waters and enjoys sovereign rights and jurisdiction over the relevant waters as well as the seabed and subsoil thereof.”
Tensions remain with India along their shared 4,057 km border over Arunachal Pradesh (which China asserts is part of Tibet and therefore of China), and over the Askai Chin region at the western end of the Tibetan Plateau, despite increases in China-India political and economic relations. In October 2013, Chinese and Indian officials signed the Border Defense Cooperation Agreement, which supplements existing procedures managing the interaction of forces along the Line of Actual Control. China and India continue to accuse each other of frequent incursions and military build-ups along the disputed territories, with the most recent incident occurring in September 2015 along the Line of Actual Control at Burtse in Northern Ladakh. After a five-day standoff, China and India held a senior-level flag meeting and agreed to maintain peace and retreat to positions mutually acceptable to both sides.

Porte-hélicoptères japonais en mer de Chine méridionale, une «démonstration de force»

Le Japon prévoit d'envoyer en mai son plus grand navire de guerre pour une expédition de trois mois à travers la mer de Chine méridionale. Un expert militaire russe a parlé à Sputnik des motifs possibles de cette initiative de Tokyo.
Le gouvernement japonais a décidé d'envoyer son plus grand navire de guerre, le destroyer porte-hélicoptères Izumo, pour une expédition de trois mois en mer de Chine méridionale et dans l'Océan Indien.
Cette initiative peut être considérée comme l'opération la plus considérable de la flotte japonaise depuis la Seconde Guerre mondiale, a commenté à Sputnik l'expert militaire russe Vassili Kachine.
« "Izumo" est un navire immense, qui appartient à une classe de destroyers porte-hélicoptères qui n'existe qu'au Japon. Dans le reste du monde un tel navire serait considéré comme un porte-hélicoptères ou un porte-avions léger », a fait savoir l'expert.

Le déplacement en pleine charge de l'Izumo est de 27 000 tonnes. M. Kashine a noté que ce navire était plus grand que les porte-avions légers des pays européens et était plutôt proportionnel aux navires d'assaut amphibies américains.
En théorie, l'Izumo peut être doté d'avions à décollage vertical F-35B, il deviendrait alors un vrai véritable porte-avions léger », a-t-il ajouté.
D'après l'expert, même avec des hélicoptères (9 appareils et plus), ce navire présente une grande force. Le bâtiment peut renforcer un groupe naval avec des capacités antinavires et anti-sous-marines supplémentaires.
« Les hélicoptères peuvent également être utilisés pour la reconnaissance et l'acquisition d'objectifs guidant des missiles de navires. On peut supposer que l'Izumo effectuera l'expédition avec un des nouveaux destroyers japonais doté de missiles antinavires et d'un système puissant de défense antiaérienne », a expliqué l'expert militaire.
Selon lui, cette expédition « sera sans aucun doute une démonstration de puissance et affichera les nouvelles possibilités de la flotte japonaise ». Le risque d'escalade des tensions entre la Chine et les États-Unis dans la région du Pacifique présente beaucoup plus de dangers que l'actuelle confrontation entre la Russie et l'Alliance atlantique.
Pour l'observateur de Die Zeit Theo Sommer, la probabilité d'un conflit militaire d'envergure sur le continent européen est aujourd'hui minime. « Je constate plutôt une menace de guerre dans la région de l'Asie-Pacifique, dont la Chine, en tant que puissance mondiale en essor, et les États-Unis, leader traditionnel, se disputent la domination », indique l'analyste.

Il rappelle que Pékin est en train de construire des îles artificielles en mer de Chine méridionale, utilise des récifs et des atolls à des fins militaires et revendique un espace maritime de plus d'un million de kilomètres carrés, ce qui suscite de vives protestations à Washington. L'arrivée au pouvoir de Donald Trump risque de compromettre encore plus les relations déjà tendues entre les États-Unis et la Chine, estime M. Sommer.
