le 14 avril, le colonel Mohamad Gnounou, porte-parole des forces du GNA, a annoncé qu’un « avion « ennemi qui se préparait à mener des raids aériens dans la région de Wadi al-Rabie » avait été abattu. S’appuyant sur des sources officielles à Tripoli, le Libyan Observer a précisé que l’appareil en question était un MiG-23 [version UB?] et que son équipage avait réussi à s’éjecter.

Plus tard, une source de l’ANL a confirmé, auprès de l’AFP, la perte d’un MiG-23 en l’attribuant à une « panne technique » et précisé que son pilote s’était éjecté au-dessus d’une zone contrôlée par les troupes du maréchal Haftar.

D’après l’analyse de vidéos diffusées via les réseaux sociaux, ce n’est pas un MiG-23 qui a été abattu mais un MiG-21MF [voir la photo ci-dessus]. Et il n’a pas été victime d’un problème technique : il a été visé par un système de type MANPADS [Man-portable air-defense systems], probablement de type FN-6, dont certains exemplaires, indique le journaliste Babak Taghvaee, ont été livrés à des milices islamistes qui soutiennent le GNA par le Qatar, via le Soudan.

Quant à son pilote, il aurait effectivement été récupéré par l’ANL lors d’une mission assurée par un hélicoptère Mil Mi-35. Du moins, c’est ce que suggèrent des photographies également diffusées via les réseaux sociaux.

In mid-April 2019, aviation expert Arnaud Delalande received from sources photos that appeared to depict the wreckage of a Chinese LJ-7 air-to-surface missiles. LJ-7 wreckage was found in and around Tripoli on no fewer than four separate occasions on April 17, 20 and 21, 2019, Delalande wrote.

The LJ-7 is the main armament of the Chinese-made Wing Loong drone. The Wing Loong, which is roughly similar to the U.S.-made Predator drone, is popular with Middle East air arms, including those of Egypt, the United Arab Emirates and Saudi Arabia.

Not coincidentally, both Egypt and the UAE have deployed forces for combat in Libya, where the Libyan National Army faction led by warlord Khalifa Haftar is battling the United Nations-backed Government of National Accord in Tripoli.

abruptly announced his support for Haftar during a mid-April 2019 phone call with the Libyan strongman. Trump’s support of Haftar undercuts the U.S. State Department, which along with many Western governments has backed the GNA.

But the UAE and Egypt support Haftar. The Emirates built up Al Khadim air base, a former airport in Al Marj province in eastern Libya, and in 2016 deployed Air Tractor manned attack planes and Wing Loong drones to the base in order to provide air cover for Haftar’s forces.

“This small fleet was engaged in air-strike and reconnaissance missions in support of Libyan National Army troops fighting islamist groups in Benghazi, in particular the Islamic State and the Benghazi Revolutionaries Shura Council, or BRSC -- a group with ties to Al Qaeda,” Delalande wrote.

Tripoli is far from this UAE-built air base, so the Wing Loongs might be operated from an alternative runway close to the Tripoli front in order to stay longer in the air for carrying out close air support [for the] LNA.”


The Wing Loong and other Chinese drones fast are proliferating. Beijing happily will sell armed unmanned aerial vehicles to pretty much anyone, meeting a demand for robotic warplanes that the United States refuses to satisfy. Export laws bar American companies such as General Atomics, which manufactures the iconic Predator and Reaper, from selling to many countries.

The Saudis alone have ordered around 330 Wing Loongs at a cost of more than $10 billion, Scramble reported.


Chinese unmanned aerial vehicles had their combat debut in Nigeria in 2015, when the Nigerian air force deployed missile-armed CH-3 drones against Boko Haram militants. The Wing Loong is a bigger and more powerful aircraft than the CH-3 is.

In April 2018, a Saudi Wing Loong fired an LJ-7 missile to assassinate Saleh Ali Al Sammad, the president of the rebel Houthi council in Yemen. A year later in April 2019, Houthi forces in turn shot down a Saudi Wing Loong. “The [drone] most probably fell victim to a man-portable air-defense system,” Scramble reported.

It’s worth pointing out that the Houthis have their own, small drones. In January 2019 the rebels flew an explosives-packed drone into a Yemeni government base during a gathering of Yemeni officials. The UAV exploded, reportedly killing six soldiers.

Some U.S. officials worry that Chinese drones could beat out American models on the world market and give authoritarian regimes and U.S. rivals access to the same high-tech capabilities that Washington would prefer to belong only to America’s closest allies.

“China is advancing its development and employment of UAVs,” the Pentagon concluded in the 2015 edition of its official report on Chinese military capabilities. “Some estimates indicate China plans to produce upwards of 41,800 land- and sea-based unmanned systems, worth about $10.5 billion, between 2014 and 2023.”

The RAND Corporation, a California think tank with close ties to the U.S. Air Force, warned that the spread of Chinese drones “could have worrisome implications for United States.”

Militias clashed over Turkish arms shipment in Libya - Asharq Al-Awsat
An armed conflict occurred between pro-government militias in western Libya over the delivery of Turkey's arms shipment, London based pan-Arab daily Asharq Al-Awsat reported on Sunday.

Libyan armed groups allied with UN-backed Government of National Accord (GNA) on May 18 received armoured vehicles and arms from Turkey as they fight against Libyan National Army (LNA).

"Clashes erupted in the western city of Zawiya late on Friday in wake of the death of Firas al-Mukhtar Sharkas, the commander of a militia that is affiliated with the GNA’s Interior Ministry. His cousin was also killed in a clash with another militia over a Turkish weapons shipment," Asharq Al-Awsat said.

The clashes, that eventuated in Sharkas' and his cousin's death, broke out on May 24 after Sharkas seized one of the new Turkish vehicles, according to pan-Arab daily.

Libya is split between the GNA in Tripoli, and the Tobruk government, led by General Khalifa Haftar, the de facto ruler of eastern Libya and head of the LNA. Haftar has launched an assault to control Tripoli in April.

Turkey's shipment of armoured vehicles is a violation of the arms embargo imposed on Libya by the U.N. Security Council (UNSC) since February 2011.

PARIS (Reuters) - Libyan eastern commander Khalifa Haftar has ruled out a ceasefire in the battle for Tripoli and accused the United Nations of seeking to partition Libya, according to an interview published by French newspaper Le Journal du Dimanche.

Haftar’s Libyan National Army (LNA) began an offensive in early April to take Tripoli from fighters loyal to Prime Minister Fayez al-Serraj’s Government of National Accord (GNA) which has the backing of the United Nations.

The LNA, which is allied to a parallel government in the east, has not been able to breach the southern defenses of Tripoli. The fighting has killed at least 510 people, forced 75,000 out of their homes and trapped thousands of migrants in detention centers.

“Of course, the political solution is still the goal. But to get back to politics, we must first finish with militias,” Haftar told the newspaper.

Haftar also said the head of U.N. mission to Libya, Ghassan Salame, was no longer impartial.

“Partition of Libya is maybe what our adversaries want. This is maybe what Ghassan Salame also wants.”

The flare-up in the conflict in Libya - which has been gripped by anarchy since Muammar Gaddafi was toppled in 2011 - began in early April, when the LNA advanced on the capital.

Even though France and other Western countries officially back the Libyan government, some have supported Haftar as they see him as a bulwark against Islamist militias in the country.

Macron had asked Haftar in a meeting held in Paris this week to make a public step toward a ceasefire, without much luck, a French official told Reuters.

Jimmy Reese is not really a Portuguese name, I guess the gentlemen is a British/Irish national.
Anyway, hope he will be treated well, with dignity and according to convention and released quickly as well.
He seems young, let him live his life.

AFRICOM pulls out troops from Libya

The US Africa Command (AFRICOM) has announced the transfer of some of its troops in Libya, temporarily, due to the security conditions on the ground.

"The security situation in Libya is becoming increasingly complex and unpredictable," Commander of AFRICOM, Gen. Thomas Waldhauser stated, explaining that they are conducting military planning in response to the development on the ground while at the same time they will continue to assess the security situation in Libya.

TRIPOLI – The United States Africa Command (AFRICOM) denied reports of some Libyan TV channels close to the Muslim Brotherhood which talked about the return of AFRICOM forces to Libya.

AFRICOM told Al-Marsad news website via a direct message (DM) on Twitter that such reports are not accurate. AFRICOM said it stands by its statement in April 7 in which it announced the evacuation of a group of U.S. forces supporting it on the ground temporarily and in response to the increasing unrest in Tripoli.

A source from the city of Misrata said that members of the American military entered the city, coming from Tunisia in the last several days.

A security source said US forces arrived via Misrata port, by means of speed boats believed to have moved troops from military vessels off the coast of the city.

The source, who asked not to be named, said the troops were believed to be part of AFRICOM, which was evacuated from the village of Nakhil, in Janzour district, west of Tripoli on April 7.

AFRICOM said in a press statement on April 7th that the deterioration of the security situation in Libya prompted the temporary transfer of troops from the country.

The mission of the US Africa Command in Libya includes military support for diplomatic missions, counterterrorism activities, strengthening partnerships and improving security throughout the region.

Cargo planes were discovered flying clandestinely into bases controlled by renegade Libyan military commander Khalifa Haftar and dropping off unidentifed payloads at the time his forces attacked Tripoli last month, an Al Jazeera Arabic TV investigation found.

Satellite images and flight data show two Russian-made Ilyushin 76 aircraft registered to a joint Emirati-Kazakh company called Reem Travel made several trips between Egypt, Israel, and Jordan before landing at military bases controlled by Haftar's Libyan National Army (LNA) in early April, just as it attempted to seize the capital.

Flight transponders appear to have been turned off while flying into the war-torn North African country. Libya is currently under an arms embargo imposed by the United Nations after years of fighting.

Video published by Haftar's forces shows one of the cargo planes - with the registration number UP-I7645 - after landing at LNA's Tamanhant military base in southern Libya. It had taken off from Benghazi in the east, Haftar's stronghold.

Wooden crates stamped in black with "FF" followed by four digits and "gross weight 64kg" are seen being unloaded by a forklift at a landing strip in the Libyan desert. All crates had the city name Al Bayda marked on them.

"With the tracking of the number, we detected a suspicious course of the aircraft that circulates almost regularly between Jordan, Israel and Egypt prior to its appearance in Libya, as shown by the air navigation and surveillance technology ADS-B," the investigation said.

Bill Law, an analyst with the online magazine Gulf Matters, said the report highlights how the eight-year conflict is quickly expanding.

"What we're seeing are lots of players coming into Libya. It's a recipe that's almost heading to a Yemen scenario. We're beginning to see a proxy war emerging. We're looking at a pretty bleak situation. In this situation of a vacuum, you see players emerge and we're seeing this now," Law told Al Jazeera.

Fighting intensifies

The investigation comes as heavy clashes continued on Monday near the centre of Tripoli.

Saraj al-Majbri, an aid to the LNA's chief of staff, said its forces also made gains in the area of Salah al-Deen, a few kilometres from the city centre.

He claimed LNA fighters' march towards Tripoli's centre had been slowed in the past weeks because they did not want to use heavy artillery in populated areas.

Two residents said heavy fighting was taking place along a strategic road linking the capital with the airport, which the LNA already controls. They spoke on condition of anonymity for their safety.

Libya is divided between Haftar - whose Libyan National Army controls the east and much of the south - and Libyan Prime Minister Fayez al-Sarraj, who runs the UN-recognised but weak government in Tripoli.

In recent weeks, the clashes had receded with the start of the holy month of Ramadan.

But in the past couple of days, the capital's siege has intensified. Haftar's forces have pushed ahead in Tripoli's eastern and southern suburbs.

Haftar has said he won't stop his offensive as long as "militias" from the UN-recognised Government of National Accord (GNA) remained in control of Tripoli. Six rounds of talks between the two sides have failed to strike a political deal.

The GNA forces said they have hindered LNA advances and cut off supply roads to Haftar's fighters in the southern areas of the capital.

The battle for Tripoli has killed at least 562 people, including 40 civilians, a UN agency said Monday. Tens of thousands have been displaced since early April when Haftar's offensive began.

United Nations experts are investigating last month’s missile strikes in Libya which involved Chinese-made missiles and drones.
The panel of experts reported to the UN Security Council that it examined photographs of the debris and identified a Chinese-made Blue Arrow air-to-surface missile, according to Agence France-Presse.
The deadly attack on the southern suburbs of Tripoli killed at least 227 people and wounded more than 1,000, according to officials, as forces loyal to commander Khalifa Haftar battled to seize the capital from the UN-recognised government.
The panel said it was “almost certain” that the missiles were not directly supplied by the manufacturer, or by China, to Libya. It has requested information from China to help identify the suppliers.

The panel is also investigating the use of Chinese-made drones and a possible role by the United Arab Emirates in the deadly mission carried out by Haftar’s self-styled Libyan National Army.
“Probable use of Wing Loong unmanned aerial vehicle (UAV) variants by the Libyan National Army (LNA), or by a third party in support of the LNA” is under investigation by the panel, according to the report sent to the council on Thursday.

Wing Loong is a medium-altitude long-endurance drone developed by the Chengdu Aircraft Industry Group (CAIG).
The use of the drones was “likely a recent non-compliance of the arms embargo as the weapon system reported on has not been identified in Libya before”, the experts said.

Chinese Wing Loong II drones are operated by the UAE government and were reportedly seen circling over the Libyan capital during night raids in recent days.
The UAE’s drone fleet includes CAIG Wing Loong and Wing Loong II drones.

Jack Watling, a research fellow at the Royal United Services Institute, said both types of drones had been used extensively by the UAE in Yemen, and in Libya over the past 18 months.
“Initially, this was for surveillance, but it quickly shifted to kinetic operations, most notably the assassination of Saleh al-Samad in April 2018,” Watling said, referring to the former top civilian leader in the armed Houthi movement in Yemen.
“Interest in Chinese UAVs was certainly accelerated because the US refused to export armed Predator and Reaper drones to the region. In part it was hoped that buying Chinese UAVs would prompt the US to change policy.”
He said US policy had changed to allow exports of armed drones.

Timothy Heath, senior international defence research analyst at the US think tank Rand Corporation, said Chinese drones were “easier for countries to acquire … than from the US”.
“US authorities worry that in some cases drones could be used inappropriately to kill political dissidents, minority groups, or other groups that may oppose a regime but not through armed violence,” Heath said.
“China has no restrictions. The weapons are available for any regime, no matter how brutal or cruel.”
“[Besides,] Chinese armed drones are appealing because they are far cheaper than the US-made drones, and they work well enough.”

Bruce Bennett, a senior defence researcher at the Rand Corporation, also said: “China has been aggressive in marketing drones at various air shows, while the US has done more to restrain its drone producers.”
“The spread of Chinese drones to various countries is an issue of largely unrestrained Chinese supply ... the Chinese are likely to capture more of the global drone sales,” Bennett said.
Indeed, in August last year, Houthi rebels in Yemen said their fighters had shot down an armed CH-4B drone – also manufactured in China – belonging to the Royal Saudi Air Force.
Analysts warned the use of the Chinese-made weapons was likely to grow in the future.

“Given the relatively easy access and low cost of Chinese armed drone technology, I anticipate we will see such weapons appear in more and more political conflicts and civil wars around the world,” Heath said.
“Activists have already criticised the willingness of countries like the US to use armed drone strikes against targets in Pakistan, often resulting in civilian casualties, and China for selling such weapons to governments, where they could be used to target political targets and civilians,” Heath said.
“If the weapons continue to proliferate, there is a risk that the world could see an increase in violence associated with such technologies.”
