Taiwan's transport planes can be refitted as tanker aircraft

Image
Taipei, Aug. 5 (CNA) Of Taiwan's military aircraft, the C-130 transport plane can be refitted as a tanker aircraft, which can beef up the country's air defenses in the event of war, military officials said recently.

Although the Air Force has no tanker aircraft, the C-130 is spacious enough to be turned into a tanker aircraft if it is equipped with refueling equipment such as oil tanks and hoses, the officials told CNA.

"Tanker aircraft can double the in-flight operating time for combat aircraft," they said, adding that the country's warplanes can remain airborne for only two hours at most without refueling.

Among Taiwan's main combat aircraft, the U.S.-made F-16 A/B jet fighters and Mirage 2000-5s from France can both be refueled in the air, the officials added.

Meanwhile, "our military pilots -- who have been trained in the United States or France on how to operate the F-16 and the Mirage 2000-5s -- know how to refuel in the air," according to the officials.

The issue of tanker aircraft, however, is a sensitive one. With such planes, the F-16s and the Mirage 2000-5s would be seen as attack aircraft rather than defense ones.

Due to this sensitivity, which could spark concerns among neighboring countries such as China and Japan, it is unlikely Taiwan will be able to acquire such equipment from the United States, the country's main arms supplier.

Taiwan (Republic of China) Navy Receives Two ex-US Navy Minehunters
Two refitted coastal minehunters purchased from the United States were delivered to Taiwan Thursday, beefing up the country's naval defense capabilities, the ROC Navy reported. This is part of a deal valued at $6.4 billion.

The two Osprey-class minehunters, the former USS Oriole (MHC-55) and USS Falcon (MHC-59), were decommissioned by the US Navy in 2007 and were approved for sale to Taiwan at a cost of approximately $105 million in 2010.

The vessels will improve the ROC Navy's ability to locate and destroy all types of naval mines. Osprey-class minehunters were designed to locate, classify, and destroy naval mines in coastal waterways, harbors, and littoral areas. These ships are equipped with an array of mine-hunting devices including Raytheon AN/SQQ-32 sonar, AN/SLQ-48 Mine Neutralizing Vehicles (MNV), video sensors, remotely-controlled mine detonators, cable cutters, and two .50 caliber machineguns. The minehunters have a cruising speed of 10 knots and mission endurance of 15 days.

Taiwan plans to slash the number of advanced fighter jets it has been seeking from the U.S. from 66 to 24, apparently due to budget constraints, reports said Aug. 13.

Taipei applied in 2007 to buy 66 F-16 C/D fighters, which have better radar and more powerful weapons systems than its current F-16 A/Bs, in response to China’s perceived military threat.

Washington in September last year said it had agreed to upgrade Taiwan’s F-16 A/B fleet in a $5.85 billion deal, but it held off on the sale of new jets.

President Ma Ying-jeou has repeatedly urged Washington to reconsider selling new jets to Taiwan.

Local media reported Aug. 13 that Taiwan had renewed the call during the just-concluded “Monterey talks” in the U.S., the highest-level annual meeting between U.S. and Taiwanese military officers.

“But the number of desired F-16 C/Ds has fallen to 24, down from 66 when the Taiwanese delegates put forth the proposal,” the Taipei-based China Times quoted an “authoritative military source” as saying.

The defense ministry dismissed the report. The Liberty Times, another Chinese-language broadsheet, ran a similar story.

The Liberty Times quoted its source as saying the military could hardly afford another fleet of 66 F-16 C/Ds following the costly F-16 A/B upgrade plan.

But legislator Lin Yu-fang from the ruling Kuomintang party told the China Times that military authorities might have cut their demands to leave the door open to buying more advanced F-35s in the future.

Although the upgrade package was less than Taiwan had hoped for, it triggered an angry response from China, which warned that Sino-U.S. military ties would be hurt as a result.

Taiwan has ruled itself since 1949, but China still considers the island part of its territory and has repeatedly threatened to invade should Taipei declare formal independence.

The Chinese military is gaining a decisive edge over Taiwan, but U.S. arms sales to the island make China’s superiority less crushing than it otherwise would be.

Taiwan’s Ministry of National Defense has refuted media reports that it will lower the number of F-16C/Ds to be ordered from 66 to 24 aircraft.

China Times and Liberty Times both reported that during a meeting between senior Taiwan and U.S. officials in the U.S., Deputy Minister of National Defense Andrew Yang and National Security Council (NSC) Deputy Secretary-General Lu Hsiao-jung proposed that Taiwan only acquire a squadron of 24 F-16C/Ds.

Image
In the first phase, four of the six PAC-3 units that Taiwan has purchased from the US will be deployed in areas around Taichung and Kaohsiung
Taiwan currently deploys three PAC-2 units, which were recently upgraded to PAC-3 configuration, around Taipei in Wanli (萬里), Nangang (南港) and Sindian (新店). During negotiations under Chen Shui-bian’s (陳水扁) administration, it was decided that Taichung and Kaohsiung would both get Patriot units to protect the political and military centers, as well as critical infrastructure in central and southern parts of the country.

Under a $483 million contract, all 50 of the truck-mounted multiple rocket launcher systems are destined for the army's 21st Artillery Command, a report by The China Post said.
The wheeled Thunderbolts -- also called the Ray Ting 2000 -- will replace the army's Kung Feng VI 117mm rocket system, also built by the CIST and which entered service 30 years ago.
The system can use several types of rockets in various configurations -- including 60 tubes of 117mm rockets, 27 tubes of 180mm rockets and 12 tubes of 230mm rockets.

Taiwan; Army cuts Artillery MRLS acquisition programm
Wednesday, 19 September 2012 04:43
News - Asia

Taiwan is scaling back its purchase of additional rocket launchers from a local source. Government critics claim reductions in defense spending and a shift in the military's focus to disaster relief is hurting combat readiness. The Taiwanese government is planning to cut defense spending from $10.7 billion to $10.6 billion next year.

Taiwan had planned to purchase 57 Ray Ting 2000 multiple rocket launchers at a cost of $486 million. The new budget slashes this program by 25 percent to 43 systems.

Lockheed Martin to Upgrade 145 Taiwanese F-16 Fighters
Image
“Taiwan’s air force will receive the most advanced F-16 upgrades.”

$1.85 billion contract includes addition of AESA radars and avionics upgrades

07:46 GMT, October 2, 2012 FORT WORTH, Texas | Lockheed Martin was awarded a contract valued up to $1.85 billion by the U.S. Government to initiate the upgrade of 145 Block 20 F-16A/B aircraft for the Republic of China (RoC). This retrofit program will include the addition of an Active Electronically Scanned Array (AESA) radar, embedded global positioning, as well as upgrades to the electronic warfare and other avionics systems of Taiwan’s F-16s.

Lockheed Martin has a proven track record of upgrading more than 1,000 existing F-16s for a combination of the U.S. Air Force and international customers. Most recently, Lockheed Martin was named the prime integrator to upgrade the USAF F-16 fleet. Both new upgrade programs will be based on the F-16V configuration announced by Lockheed Martin earlier this year.

“Lockheed Martin looks forward to a continued partnership with the Republic of China in upgrading their F-16s,” said Jeff Babione, vice president and general manager of the F-16/F-22 Integrated Fighter Group. “Based on elements of the F-16V configuration, Taiwan’s air force will receive the most advanced F-16 upgrades. This program reinforces the strong value proposition associated with commonality between the USAF F-16 program and the worldwide F-16 user community.”

The F-16 is the choice of 26 nations. More than 4,500 aircraft have been delivered worldwide from assembly lines in five countries. The F-16 program has been characterized by unprecedented international cooperation among governments, air forces and aerospace industries. Major upgrades to all F-16 versions are being incorporated to keep the fleet modern and fully supportable over the aircraft’s long service life.
