Defence Committee argues for defence spending to rise to 3% of GDP to ensure ‘firm strategic and financial foundations’

The Ministry of Defence’s Modernising Defence Programme must address the challenges presented by the resurgence of state-based threats and be supported by a fully-funded and sustainable financial settlement, says a report published by the Defence Committee.

The report, entitled Beyond 2 per cent, has been produced ahead of the anticipated release of ‘high-level findings’ by the MDP, towards the end of June. It examines how the process has proceeded and highlights areas, including capability, commercial practices, recruitment and international partnerships, which the Committee expects the review to consider.

The report explores how the MDP had its origins in the decision taken in mid-2017 to initiate the National Security Capability Review (NSCR) in response to the development of new and intensified threats facing the United Kingdom.

The aim of the NSCR was to ‘refresh’ the findings of the 2015 Strategic Defence and Security Review and look again at capabilities across 12 broad areas of national security policy, including Defence. However, the ‘fiscally neutral’ nature of the NSCR meant that any new resources applied to some aspects of national security would entail reductions in resources available to others – even though the emergence of new threats had not been accompanied by the disappearance of pre- existing ones....

Joli navire,par contre il ne pourra faire que du cabotage car actuellement et pour au moins 10 ans les navires fregates et ddg de la perfide Albion ne disposent pas de missiles mer mer en raison du retrait des harpoon sur tout les navires et des sea skua sur les helicos,de ce fait la flotte anglaise est incapable d'engager un combat il suffit de quelques nouvelles fregates et corvetted russes plus des soums pour la massacrer sans qu'elle ne puisse reagir.Biensur cela a cree un grand scandale au royaume uni car il a ete decide de desarmer des navires de plusieurs centaines de millions d'euros voir d'un milliard piece.

On avait dis cela de la perfide Albion lors de la guerre des Malouines. Toujours se méfier des Anglais

QDG take the lead on battlefield exercise

Troops from 1st The Queen's Dragoon Guards have spearheaded a massive battlefield exercise as part of a multinational NATO force in Poland.

Also known as The Welsh Cavalry, the reconnaissance unit deployed to the north east of the country in April as part of Operation Cabrit.

The final stage of Exercise Sabre Strike took place on Bemowo Piskie Training Area after two weeks of complex training involving 18,000 soldiers spread across Poland, Latvia, Estonia and Lithuania.

Specifically, The Welsh Cavalry provided the reconnaissance element as part of NATO’s enhanced Force Presence, integrating with the Polish 15th Mechanized Brigade with US Strykers, Romanian air defence and Croatian rocket systems in the mix.

Major Ben Parkyn, officer commanding C Squadron QDG, said his troops have been at the “tip of the spear”.

“There are four battlegroups on NATO's enhanced Forward Presence and we are part of Battlegroup Poland," he said. “As the US 2nd Cavalry Regiment came through Poland we pushed in advance of them to provide a reconnaissance screen, they then pushed through that and we conducted a handover with them.

“We were very lucky in having the opportunity to go to the States last year and spend some time at the National Training Centre which was hugely beneficial to us in working the friction seams and towards smooth interoperability. The more you work together the more you get one another.".....

U.K. Defence Secretary Gavin Williamson unveiled a full-sized model of a new fighter plane at the Farnborough air show in a bid to show that the nation plans to remain a leading military power after Brexit.

Williamson announced 2 billion pounds ($2.6 billion) of government funding for a concept aircraft through 2025, when a final decision would be taken on the program’s future. The plane -- nicknamed the Tempest -- is a joint venture of Britain’s BAE Systems Plc and Rolls Royce Holdings Plc, Italy’s Leonardo SpA and the U.K. arm of MBDA, Europe’s biggest missile company.


The project could widen an emerging gap between current combat-plane partners, with Airbus SE, which developed the present-day Eurofighter model with BAE and Leonardo, having recently turned to Dassault Aviation SA of France to work on a next-generation aircraft. That move was encouraged by the French and German governments in the wake of the Brexit vote, with Airbus suggesting last year that it could leave Britain frozen out of future plans.

“We are entering a dangerous new era in warfare,” Williamson said, pulling a curtain off the silver and white fighter model and adding that the U.K. aims to “keep control of the air both at home and abroad.” He called for more details of the business case to be set out by the end of this year, with the ultimate goal for the aircraft to be operational in 2035.

The U.K. is in discussions with other countries about partnering on the project that would also maintain some 18,000 jobs at home. Suggestions include a pact with Sweden, where Saab AB makes the Gripen fighter, or possibly Japan and elsewhere in Asia, where demand for warplanes is increasing as China and India flex their military muscle.

The fighter concept plane is under development as part of Britain’s so-called Future Combat Air Strategy initiative by “Team Tempest,” formed of the four aerospace companies and the Royal Air Force’s Rapid Capability Office.

‘Natural’ Move
Airbus defense chief Dirk Hoke said in an interview that the U.K. plan is a “natural follow up” to news of the Franco-German initiative, while adding that it’s wrong to assume that the Airbus-Dassault plan will end decades of cross-channel cooperation on warplane production.

“It should not exclude anyone,” he said. “This includes looking at where the competencies are beyond France and Germany, and this is of course the U.K. To create a future combat air system without BAE, yes it’s possible, but it might be a system that’s not as good as it could be.”

European Union companies and politicians had already begun to row back from suggesting that a so-called sixth-generation fighter could be built without Britain as plans for an independent U.K. option emerged. A new warplane would require tens of billions of dollars in investment, and the U.K. has Europe’s biggest defense budget.

The future fighter concept is compatible with Britain’s commitment to the F-35 fighter, the world’s biggest combat-jet program, on which BAE is partnered with Lockheed Martin Corp., according U.K. procurement minister Guto Bebb. Britain has ordered 48 of the planes and plans to take 90 more.

“When we are looking at the development of a future combat air strategy, we are looking at something that will be complementing the F-35 from about 2035 onward,” he said. “The announcements we have made today should not have a bearing on the F-35 program.’’

Asked whether Leonardo’s involvement with the Tempest ties the Rome-based company firmly to the U.K. initiative or if it could still work on the Franco-German program, CEO Alessandro Profumo said nothing is so far set in stone.
