Raytheon Awarded Al-Ofouq-class Vessels Upgrade Contract By Oman

Wednesday, April 10, 2013 PM

Raytheon was awarded a contract to provide the company's Integrated Bridge and Navigation Systems (IBNS) for four Offshore Patrol Vessels for the Royal Navy of Oman.

Under the contract, Raytheon will equip Oman's new Al-Ofouq-class Offshore Patrol Vessels with a complete, new-generation IBNS, including comprehensive documentation and training for instructors, operators and maintenance support personnel.

The standardized human machine interface and increased functionality of the multifunctional workstations of the IBNS empower crew to operate from any workplace on the bridge. A consistent system design and the use of standard hardware provide a high level of flexibility to adapt the bridge system to various mission and naval requirements.

Italian tech firm wins $221m Oman deal

A unit of Italy-based Finmeccanica has announced the signing of a EUR170m ($221m) contract for the supply of components, systems and services for Oman's Eurofighter aircraft.

Alenia Aermacchi, a Finmeccanica subsidiary, said it has signed the contract with Eurofighter relating to the 12 Eurofighter Typhoon aircraft ordered by Oman in December.

The contract includes services and other activities to be provided by Alenia Aermacchi as well as an initial five-year logistics support package requested by the Royal Air Force of Oman.

Alenia will start producing the components for Oman's Eurofighters in 2014 and the first complete aircraft will be delivered to the Royal Air Force of Oman in 2017, the company said in a statement.

This order brings the overall number of Eurofighter ordered to date to 719 - 517 of which have been contracted, by Italy, United Kingdom, Germany, Spain, Saudi Arabia, Austria and Oman.

Since entry-into-service in 2004, the over 350 aircraft delivered to 20 operational units of six Air Forces accumulated more than 160,000 flying hours.

The Middle East region accelerated spending by 8.3 percent over the course of 2012 despite an overall slowdown in global military expenditure last year, according to the Stockholm International Peace Research Institute (SIPRI).

Oman increased its expenditure by 51 percent in 2012, the largest hike posted by any country while Kuwait’s defence budget increased by 10 percent.

In Saudi Arabia, spending rose by 12 percent. The Stockholm agency put the kingdom’s military expenditure at $56.7bn last year, and estimated that spending had risen by 111 percent over the last decade. It is the world’s seventh biggest spender in military terms, with 3.6 percent of global expenditure.

SIPRI said that the total figure for the Middle East was uncertain due to a lack of data from the UAE, Qatar and Syria. Both the UAE and Qatar are expanding their armed forces considerably, investing in missile defence systems, combat aircraft and naval vessels.

Kerry in Oman To Help Ink $2.1B Defense Deal

May. 21, 2013 - 08:21AM

MUSCAT — US Secretary of State John Kerry arrived in Oman on Tuesday aiming to help finalize an estimated US $2.1 billion deal to supply a US-made air-defense system to the Gulf nation.

One of the main focuses of Kerry’s trip was to applaud the signing of a letter of intent between Muscat and US manufacturer Raytheon ahead of talks to negotiate the final contract, officials told reporters on the flight to Oman.

“In January the Omanis made a decision to buy a ground-based air defense system produced by Raytheon... something that the secretary advocated for when he was in the Senate,” a senior State Department official said.

Kerry had strongly backed the bid by the company based in his home state of Massachusetts before taking office as the new top US diplomat on Feb. 1.

“Part of the goal of this is to push US commercial interests, to demonstrate to Oman that these are important to this administration,” the official added.

After arriving, Kerry first headed for talks with Oman’s ruler, Sultan Qaboos, at his vast beige and white palace complex, an oasis of green and palm trees set against a backdrop of mountains in the desert landscape.

The final details of the Raytheon deal have yet to be worked out, but officials said the contract expected to be signed on Wednesday would be worth an estimated $2.1 billion (€1.6 billion).

“It will further integrate the defensive systems in the Gulf, which is something we have been working on quite a bit within the GCC,” the official said, referring to the Gulf Cooperation Council.

“There are similar systems elsewhere in the Gulf,” she said.

“Oman has also recently brought a second tranche of F-16s, so this is a way of continuing our relationship in the defense arena and will have pluses in terms of interoperability.”

US officials said the deal to supply 12 F-16s was sealed in 2011 for delivery through 2014.

Kerry will also discuss the war in Syria with Oman, a key Gulf ally, which also maintains close ties to Iran.

The US and the West have condemned Iran for helping to prop up Syrian President Bashar al-Assad in his bloody fight to stay in power against a determined rebellion now in its third year.

The United States and Russia are working to bring together the Assad regime and the opposition at a conference to map out a path for a political transition and end the war that has claimed more than 94,000 lives.

Russia has insisted Iran should be invited to the peace conference, whose date and venue have not yet been agreed. But the West is wary of engaging Tehran in such global efforts.

“Oman is not a key player in Syria, but as an important player in the Gulf it will be good to hear the sultan’s views on the situation in the region writ large,” the State Department official said.

“So it’s a chance basically to do a signals check with an important ally.”

Kerry is also likely to urge Omani leaders to try to intercede with Iran for the release of two jailed American-Iranians.

Former US Marine Amir Mirzai Hekmati, 29, was detained in August 2011 while visiting his elderly grandmother on his first trip to Iran. He was accused of being a CIA operative.

Kerry has also said he is “deeply concerned” about the fate of an Iranian-American Christian pastor Saeed Abedini, who has been sentenced to eight years in jail.

The United States is also still seeking information about retired FBI agent Robert Levinson, who went missing six years ago while on a trip to Iran.

On Wednesday, Kerry will head to Amman for a meeting of the Friends of Syria.

While the beginning of his eight-day trip is likely to focus on Syria, Kerry then travels for talks Thursday and Friday in Israel and with the Palestinian leadership.

He is seeking to kickstart the peace process, which has languished for more than two years, with a series of parallel moves aimed at restoring trust.

Royal Navy of Oman accepts first new ship from BAE Systems

by Sam Bannister
sam.bannister@thenews.co.uk

Colourful streamers covered the jetty as the Omani navy accepted its first new ship from Portsmouth shipbuilders.

There was a ceremony this morning at Portsmouth Naval Base to mark the Omani navy’s interim acceptance of RNOV Al Shamikh.

In front of invited guests, workers lowered the BAE Systems flag before Omani sailors raised their own.

The ship, a Khareef-class corvette, will now embark on trials before a full acceptance by the Omani navy.

Nigel Stewart is the commercial director for BAE Systems’ maritime division.

He said: ‘It’s a huge and very proud moment for us.

‘It’s a major milestone in the project.

‘The ship will go out and deliver the capability that it was sent out to do.

‘The people of Portsmouth can be proud at having the skills required to build ships such as these.’

Work will continue on RNOV Al Shamikh’s sister ships, Al Rahmani and Al Rasikh.

Raytheon in final talks to sell air-defense system to Oman

WASHINGTON, July 25 | Thu Jul 25, 2013 9:27am EDT

(Reuters) - Raytheon Co is in final negotiations to sell an air-defense system to Oman, a significant deal that would help keep the company's international sales strong in 2013, Chief Financial Officer David Wajsgras told analysts on Thursday.

U.S. Secretary of State John Kerry flew to Oman in May for Raytheon's signing of an arms deal to purchase a ground-based air defense system that would help protect against cruise missile, drone or fighter aircraft attacks.

The Oman sale is valued at around $1.5 billion.

Raytheon Chief Executive Bill Swanson said on the company's earnings call that Raytheon is also making good progress on several other large international sales, including missile defense systems to Qatar and Kuwait.
