"Hausse de 40% du budget alloué par l’Algérie à l’armement"

L’Algérie a été classée en deuxième position à l’échelle mondiale en termes des budgets alloués annuellement à la défense, la sécurité et l’armement. Un deuxième rapport rendu public par le centre des études stratégiques et sécuritaires a révélé que l’Algérie a augmenté son budget consacré à la sécurité de 40% dans les années 2011 et 2012.

L’Institut International des Etudes Stratégiques, basé à Washington a classé l’Algérie parmi les 10 pays au monde qui dépensent le plus sur la défense, la sécurité et l’armement. Elle a dépensé en 2011, l’équivalent de 4.47% de ses rentes sur la défense. Elle a, également, pris la 8ème place dans ce classement, après l’Arabie Saoudite, le Sultanat d’Oman, Israël, le Yémen, les Etats-Unis et la Jordanie.

Le centre des études stratégiques et de la sécurité a prévu que l’Algérie augmente ses dépenses sur la défense et la sécurité, suite aux triples risques qui menacent la sécurité nationale, notamment, les groupes terroristes extrémistes, la situation sécuritaire au Sahel, et plus de 1000 km de frontières avec un pays instable sur le plan sécuritaire, à savoir, la Libye. le même rapport a, notamment, noté que l’Algérie a déjà augmenté son budget alloué à la défense et à la sécurité durant les années 2011 et 2012 à 7.04 milliards de dollars.

Quoique le budget alloué par l’Algérie à la défense et à la sécurité est très important, celui que l’Algérie consacre à l’Education et l’Enseignement Supérieur, est plus important que celui de la défense, puisqu’il est estimé, selon ce rapport à 7.1 milliards de dollars, suivi par le budget alloué à l’Intérieur et qui avoisine les 6 milliards de dollars.

:star: Compte tenu de l'étendue de son territoire, l'Algérie n'a pas d'autre alternative que celle d'augmenter ses capacités défensives pour, dune part, relever le défi du terrorisme destructeur de l'AQMI et des groupes affiliés et, d'autre part, faire face aux menaces de reconquête néo-coloniale qui se manifestent clairement à ses frontières, notamment les projets de division territoriale de pays voisins tels que la Libye et le Mali, et dont les conséquences directes et indirectes sur l'Algérie sont à prévoir, à évaluer et à contenir.

De nouveaux contrats d’achat d'équipements militaires

Les contrats d’armements se suivent à un rythme soutenu ces derniers mois en Algérie. Après les Russes, l’armée algérienne passe commande auprès des Allemands et des Italiens pour acquérir des frégates et des hélicoptères.

La revue russe Périscope a rapporté cette semaine que l’armée algérienne (ANP) est « sur le point » de signer un contrat avec le groupe allemand TKMS pour l’acquisition de deux corvettes Meko (entre 3.000 et 3.400 tonnes). Les deux corvettes seront équipées par des fournisseurs de nationalités différentes, précise la même source. Le constructeur italien AgustaWestland fournira 6 hélicoptères Super Lynx qui emporteront des torpilles légères MU 90 fabriquées par le consortium franco-italien Eurotorp. Les deux corvettes allemandes seront armées avec des missiles sud-africains de défense anti-aérienne Umkhonto et air-sol Mokopa (Denel) ainsi que par des missiles anti-navire suédois RBS 15 mark III (Saab Bofors Dynamics). La revue Périscope, qui appartient au Think Tank russe Cast, a estimé la valeur totale de ces équipements militaires à 2.5 milliards de dollars. La livraison des ces corvettes ferait partie d’un contrat d’une valeur de 10 milliards d’euros. Le Conseil de sécurité du gouvernement allemand avait donné, en juillet dernier, son feu vert à ce contrat de vente de matériel militaire qui s’étalera sur une période de 10 années.

L’entrée des allemands

Les premiers bénéficiaires de ces commandes, selon l’agence Reuters, sont les groupes MAN, Rheinmetall, Daimler et le leader de l’industrie naval Thyssen- Krupp. Les contrats conclus avec les Allemands comprennent des clauses prévoyant la formation d’officiers de l’ANP et la fourniture d’équipements électroniques destinées aux gardes- frontières algériens par des sociétés allemandes. Alger aurait fait récemment une autre commande pour acquérir 6 frégates ultrasophistiquées de fabrication italiennes d’une valeur de 4 milliards d’euros. Ces nouvelles acquisitions de matériel de guerres surviennent quelques semaines après l’annonce de l’achat par l’ANP de 120 chars T-90 de son fournisseur traditionnel, la Russie. Le montant de ce marché, conclu en été dernier, avoisinerait les 500 millions de dollars, d’après le journal Vedomosti, rappelant qu’en 2010, la Russie avait déjà livré à l’Algérie 185 unités de ces blindés d’occupation au sol. En l’absence de données publiques, certains médias spécialisés estiment à plus de 10 milliards d’euros les ventes d’équipements militaires russes à l’Algérie entre 2005 et 2010.

كشفت مصادر عليمة لـ''الخبر'' أن المجموعة الصناعية ''تيسن كروب'' الألمانية تلقت إشعارا من وزارة الدفاع في الجزائر حول العقد الذي يحمل رقم 889/674 الصادر بتاريخ 26 مارس 2012 لتأكيد شراء فرقاطتين من طراز ''ميكو أ ''200 في سياق عصرنة وتدعيم قدرات القوات البحرية الجزائرية.
ويندرج الاتفاق في سياق برامج عصرنة القوات البحرية وضمان الاحترافية في سياق التحولات الجيوسياسية التي تعرفها المنطقة، وسيسمح باقتناء الجزائر فرقاطتين ألمانيتين محسنتين، كما يتوج مفاوضات استغرقت سنة، لضمان التوافق حول مجمل الشروط الجزائرية.
وفي أعقاب الإشعار، وبالتالي تأكيد الاتفاق، يرتقب أن تسلم المصانع الألمانية التابعة لمجموعة ''تيسن كروب مارين سيستام''، فرقاطتين من طراز ''ميكو'' خلال هذه السنة وتجهيزها بطائرات مروحية.
وتوصل الجانبان، في فيفري من السنة الماضية، إلى الاتفاق مبدئيا على تزويد القوات البحرية الجزائرية بفرقاطتين، من طراز ''ميكو ''200 محسنة عن تلك التي تم توفيرها سابقا لجنوب إفريقيا بسعة 3500 طن، أي أنها أصغر من فرقاطات ''فريم''، كما يتم تهيئة قاعدة أو أرضية مخصصة لنزول الطائرات المروحية صنف 27ـ05 .
وتندرج الصفقة في سياق سياسة التنويع والعصرنة التي تقوم بها القوات البحرية الجزائرية، التي أضحت تقوم بمشتريات لتجهيزات عسكرية من عدة بلدان غربية، خاصة في أعقاب انضمام الجزائر إلى آلية الشراكة الأطلسية المتوسطية، وتحوّل الجزائر إلى شريك لحلف الأطلسي، بعد أن ظلت لسنوات تصنف على أنها حليف للاتحاد السوفياتي سابقا.
وتتكفل مصالح المشتريات لمديرية الصناعات البحرية الألمانية بإتمام الصفقة، رغم تسجيل تأخر التسليم مقارنة بالعقد الأولي الذي حدد تاريخ الدخول الفعلي للعقد في جوان 2011، وتم تحديد مدة 39 شهرا لتسليم الفرقاطة الأولى للبحرية الجزائرية، ثم بعد ستة أشهر تسلم الفرقاطة الثانية.
وتأتي هذه الاتفاقية، التي تعتبر الأولى من نوعها بين القوات العسكرية الألمانية والجزائر، في وقت تتنافس فيه أربع دول هي ''فرنسا وألمانيا وبريطانيا وإيطاليا'' على صفقة الفرقاطات، وارتقاب أن تظفر بريطانيا بعقد تسليم سفن ''كورفيت'' للجزائر، بعد عقد سفن الإنزال التي افتكتها إيطاليا.

ويعرف التعاون الجزائري الألماني تطورا بعد الاتفاق المبرم بين مجمّع صناعي ألماني يضم عددا من الشركات منها فيروستال وراينميتال ودايملر ودويتز والمجموعة الإماراتية ''أبو ظبي أعبار'' للاستثمار ووزارة الدفاع في مركب تيارت لتركيب شاحنات وسيارات عسكرية رباعية الدفع.
وقدّرت الصفقة الجديدة في حدود 400 مليون أورو، إذ أن متوسط سعر فرقاطة ''ميكوأ ''200 بسعة 3500 طن لا يتجاوز 150 إلى 160 مليون أورو، وتراعى بعدها التحسينات التكنولوجية وطبيعة التسليح، فضلا عن التعديلات المطلوبة، خاصة فيما يتعلق بمهبط الطائرات المروحية.

Marine algérienne : Accord de près de 400 millions d’euros avec Tysser Krupp
L’Algérie sera dotée de nouvelles frégates Meko A200

Le ministère de la défense a adressé une correspondance au constructeur allemand Tysser Krupp concernant le contrat n° 674/889, signé le 26 mars 2012, confirmant l’acquisition de deux frégates Meko A200. Cet achat s’inscrit dans le cadre de la modernisation des potentiels des forces navales algériennes.

Les deux parties algérienne et allemande sont parvenues à signer ce contrat après des négociations qui ont duré une année. Il permettra à l’Algérie d’acquérir deux nouvelles frégates développées, équipées d’hélicoptères. Elles seront réceptionnées au courant de cette année. On doit noter que le même constructeur allemand a commercialisé à l’Afrique du Sud le même genre de frégates, d’une capacité de 3500 tonnes, c’est-à-dire, plus petites que les frégates « Fremm ». Ces frégates, Meko 200, sont également équipées de pistes d’atterrissage et hélicoptères. Elles sont mieux équipées par rapport aux frégates commercialisées à l’Afrique du Sud, et qui sont d’une capacité de 3500 tonnes. Ce marché s’inscrit, également, dans le cadre de la politique de diversification des sources d’approvisionnement en armement, entérinée par la marine algérienne. En effet, l’Algérie achète de plusieurs pays occidentaux, notamment, suite à l’adhésion de l’Algérie au Conseil de partenariat euro-atlantique. Ce marché signifie que l’Algérie est devenue un associé de l’Alliance Atlantique, après qu’on la considérait et pendant des années comme partenaire de l’ex Union Soviétique.

Constamment à jour kratos, chapeau :hadarat:

Visiblement la partie cachée de l'iceberg dans notre coopération militaire avec la chine (particulièrement les nouvelles technologies et l'industrie) commence à émerger, certes timidement mais surement .
Le plus remarquable dans cette coopération, c'est bien qu'elle revêt un caractère hautement stratégique à tout les niveaux, avec des vrais projets qui se concrétisent sur le terrain, elle reste très discrète politiquement (pas de signature en fanfare des accords de coopération stra...blablabla ..... qui sont restés sans suite, suivez mon regard :doute1: ), et presque invisible médiatiquement, ce qui pour moi prouve le sérieux des chinois contrairement à d'autre.

In Algeria Fincantieri is also running for other programs against committed greedy, fierce opponents (Chinese and Russian shipyards) : providing minesweepers (Intermarine vs Navantia) + Training Vessel (the most favorable competitor is Damen) + three corvettes competition (worth between a billion and a half billion euros).

Mechron personnel designed and commissioned a custom self-contained 40’ ISO Containerized Standby Power System for Raytheon for use by the Algerian Air Force. The power system consisted of an 80 kW Olympian standby generator set, 80 kVA uninterruptible power supply (UPS), 30 minute battery backup, self-contained fuel system and a comprehensive control system complete with extensive alarming. The extensive amount of equipment required for the system and the high ambient temperature operating requirement necessitated careful design of both the container layout and the ventilation system. Mechron conducted on-site commissioning of the system in Algeria.

The Algerian market for Russia's defense industry is open

One of the main spring news of the world arms market was the announcement of the purchase of four frigates Algeria German project Meko A-200N, the company Thyssen Krupp Marin Systems in the amount of 2.886 billion dollars. Moreover, it seems, is just the beginning of contracting with the Federal Republic of Germany from a package worth almost 10 billion euros, the German Security Council approved in June 2011.

A large by world standards a contract for frigates western production with one of the main Russian military-technical cooperation partners once again raises the question of the future of domestic arms manufacturers in the Algerian market. In this regard, it seems necessary to give a general description of Algeria as the arms market and identify the Russian perspective on it.

Algeria has traditionally been one of the main buyers of the Soviet and then Russian weapons, which, however, did not prevent the country to carry out relatively large purchases of arms and the western states. And no one is surprised by hanging Algerian fighter-bombers MiG-23BN Soviet-American bombs Mk.82.

One of the characteristics of the procurement policy of Algeria was to acquire the most advanced at the time of signing the deal of the weapons system. After the collapse of the Soviet Union the scope of military-technical cooperation with Russia, this country has fallen significantly. In the 90's in Algeria a few adjusted safety priorities, and instead of confrontation with Morocco (and to some extent with Libya) in the first place there was the threat of Islamic terrorism, with which the country is struggling with in 1991. During this period, instead of actively purchased new weapons systems used in the CIS: MiG-29 and T-72 tanks - in Belarus, the Su-24M and Il-78M refuellers - in Ukraine, Mi-24 / A of the presence of - in Russia and Ukraine.

Certain changes have occurred in 2000 when he was first signed with respect to a major contract for the repair and modernization in Russia 22 Sukhoi Su-24M. In 2002 he signed a contract for 42 Mi-171 helicopter. He was "a harbinger of" the largest package of contracts for new weapons, which concluded in 2005-2006 at the phenomenal amount - $ 7.5 billion. "Inertia" of those contracts was so powerful that even up to 2011 (ie, five or six years from the date of signing) the proportion of Algeria in Russia's arms exports accounted for 15 percent or nearly two billion dollars, earning the country the second largest in the military Russian exports after India.

That first package includes delivery of 28 Su-30MKA 34 fighter MiG-29SMT/UBT, 16 training aircraft Yak-130, eight battalions of S-300PMU-2, 38 ZRPK "Armour-C1 ', 185 T- 90SA, two submarines of Project 636, as well as major contracts for the modernization of previously supplied Soviet equipment and the purchase of large quantities of high-precision weapons.

Although the implementation of this package was overshadowed by the history of the return to Russia (and the subsequent repurchase them at the RAC "MiG" Russian Air Force) is almost completely set MiG-29SMT/UBT fighters, some of which even the Algerian pilots had to fly very actively, ultimately this contract allowed to fill 34 new domestic air combat aircraft. But despite significant purchases from Russia, Algeria in the 2000s conducted this multi-vector policy on arms suppliers. Purchases in Russia

Along with these large contracts, Algeria bought other samples of AME, though not at such a significant amount, eg 100 light armored vehicles Marauder development and production of South Africa's Marauder. That is, to date there is a definite "parity" in the amounts of contracts for military equipment purchased by Algeria in Russia and the West. Under these conditions, can be tempted to say reducing the role of Russia in the arms market of Algeria.

However, analysis of the available evidence indicates that the situation is diametrically opposite. An important factor that can play (and probably already played) in favor of Russia, - the situation in the Middle East, developed after the so-called Arab spring. The change of regimes in Tunisia, Egypt, Libya and Syria, the struggle over the active participation of the Western countries, particularly Italy, France and the UK suggest that the next goal after Syria could become Algeria, which has so long internal struggle with the Islamists.

In this regard, active buying Western weapons are not always the guarantee of integrity that has demonstrated the fate of Colonel Gaddafi. Finally, the apparent expansion of the scale Tuareg struggle for independence and the high likelihood of large-scale regional conflict may require large-scale purchases of arms just in the niche, which can offer Russia - a reliable and proven systems for the Army and Air Force.

This trend is confirmed by the available information from both sources in the domestic defense industry, and from the Algerian community. For example, in 2011 was awarded a contract for the supply of the second installment of Algeria T-90SA at about 180 units under the option contract to the famous Tank 2006. Deliveries must be made of "NPK" Uralvagonzavod "in 2012-2013. It is believed that in this contract may be followed by another in order to increase the number of modern T-90SA in the Algerian army to 500. And that's not counting the 250 upgraded T-72M1M contract from the "package" in 2006. Confirmation of this hypothesis is the fact that the end of the modernization of Tula, "Instrument Design Bureau" 400 Algerian BMP-2 variant of BMP-2M and negotiations on the conclusion of the next contract for the modernization of BMP-2 of the Algerian army, probably about the same amount. A logical extension of looks and domestic procurement of precision weapons for the Army - ATGM "Kornet-E" and "Metis-M1" is probably the beginning of the procurement of a new anti-tank systems "Chrysanthemum-S" and guided artillery projectiles "Krasnopol-M".

Certain items are stored in the field of naval engineering. Algeria is likely to be the first launch customer for Project 20382 corvette export "Tiger", negotiations on the purchase of which being not less than three years. It seems that in the first tranche will be two corvettes and an option for another couple of similar ships. We can not exclude an additional order a pair of diesel-electric submarines of Project 636, two of which were acquired in the "package" in 2006. Russia retained the modernization of the market previously supplied the ships, having concluded already in 2012 a contract for the modernization of the patrol vessel project 1159T and a small rocket ship project 1234E, despite competition from Spanish shipyards.

Finally, the most promising segment of the traditionally expected in aeronautical engineering. In the future, Algeria will have to find a replacement deprecated, in spite of modernization, more than 40 frontline bombers and scouts Su-24M and 18 MiG-25PD and RBSH.
